Job overview

The successful candidate will be responsible for the development, quality improvement and performance management of the Health Board’s Urgent Primary Care (UPC) Service, which will include Out of Hours GP Service, UPCC and Clinical 111 services etc.

The post holder will be expected to Deputise for the Group Associate Director of Operations and represent the health board at various meetings within their remit of authority making decisions on a regional and national level, as well as participate in the ‘Management On-Call and Duty Rota’. 

 

Main duties of the job

The successful candidate will report on the development, progress and outcomes of the services to ensure Heads of Primary Care, Senior Clinicians and Directors are kept informed of both operational and strategic service changes and will:

  • Establish and maintain effective relationships with internal and external stakeholders eg Welsh Ambulance Service Trust (WAST).
  • Ensure effective establishment and implementation of multi professional teams in accordance with Urgent Primary Care needs.
  • Responsible for leading the operational management, planning and development functions of the UPC Service, collaborating 
    with other members of the Primary Care Team, Primary Community and Therapy Services and wider Health Board.
  • Responsible for supporting the development of long term operational and service plans working closely with the Finance and Managers to ensure alignment with financial plans.
  • Work independently, guided by broad health and social care strategies and organisational policies and specific local and national guidelines, providing advice to the Service on how these should be interpreted and implemented as appropriate.

Qualifications & Knowledge

Essential criteria
  • Educated to Degree level or equivalent experience
  • Masters qualifications or equivalent demonstrable experience
  • Evidence of ongoing development and education
  • Excellent technical knowledge of primary care contracts and policy frameworks
  • Sound knowledge of governance systems and frameworks
  • Understanding of the key strategic challenges facing the NHS
  • Knowledge of the local and national political environment and the associated constraints
  • Planning and strategy development processes
Desirable criteria
  • Knowledge of national and local polices for unscheduled care, older people, chronic conditions

Experience

Essential criteria
  • Demonstrable management experience in contract management
  • Clear experience of personally leading complex change and improvement programmes
  • Experience of working effectively as part of a multi professional team to improve services
  • Experience of working across organisational boundaries to deliver improvements
  • Good track record of establishing, managing and empowering teams
  • Experience of interpreting policy developments & implementation
  • Good track record in effective financial planning, management and delivery of targets
Desirable criteria
  • Experience in commissioning
  • Experience of working within unscheduled care and/or primary care
