The United Kingdom Health Security Agency (UKHSA) is a system leader for health security; taking action internationally to strengthen global health security, providing trusted advice to government and the public and reducing inequalities in the way different communities experience and are impacted by infectious disease, environmental hazards, and other threats to health.

UKHSA’s remit, as an agency with a global-to-local reach, is to protect the health of the nation from infectious diseases and other external threats to health. As the nation’s expert national health security agency UKHSA will:

  • Prevent: anticipate threats to health and help build the nation’s readiness, defences and health security
  • Detect: use cutting edge environmental and biological surveillance to proactively detect and monitor infectious diseases and threats to health
  • Analyse: use world-class science and data analytics to assess and continually monitor threats to health, identifying how best to control and mitigate the risks
  • Respond: take rapid, collaborative and effective actions nationally and locally to mitigate threats to health when they materialise
  • Lead: lead strong and sustainable global, national, regional and local partnerships designed to save lives, protect the nation from public health threats and reduce inequalities.

At the UK Health Security Agency (UKHSA), we have a variety of HEO Project Delivery roles available, including Project Support Officer, Assistant Project Manager, and Portfolio Analyst. These roles play a vital part in our mission to protect the nation from health threats. 

Candidates who are invited to interview will be asked to express their preference in the roles that they are interested in.  We will try to match successful candidates to their preference, but this is not guaranteed as offers will be made in merit list order in line with Civil Service Recruitment Commission principles.

Successful candidates will join one of our diverse projects, programmes, or portfolio offices, with opportunities to contribute to initiatives such as: 

  • Supporting the delivery of major change programmes within UKHSA’s portfolio, aligned with the organisation’s strategic objectives 
  • Health protection projects or other public health initiatives 
  • Technology programmes or projects 
  • Infrastructure programmes or projects 
  • Organisational change and transformation programmes or projects 
  • Supporting the setup and delivery of new projects and programmes 

Please note: These roles may require regular travel between UKHSA sites. 

Main duties of the job

Project Support Officer

This role covers a diverse range of activities to support the delivery of the project’sobjectives, which will typically be moderate in complexity. 

You will:

  • enable the smooth running of the project by supporting the Project Manager through the operation of project management processes, and the co-ordination of business management actions and activities on their behalf. 

Assistant Project Manager

You will:

  • lead on the day to day running of a project(s), which will typically be very low to low in complexity
  • be responsible for overseeing the delivery of the project, ensuring that the objectives are clearly defined and achieved within the agreed time, cost, and quality constraints
  • have a key role in project governance and will work with stakeholders to ensure the agreed project outputs are delivered to enable benefit realisation.

Portfolio Analyst -

You will:

  • be responsible for the oversight of a collection of programmes or projects that contribute to the delivery of departmental or business area objectives
  • focus primarily on providing insight, information and support that strengthens portfolio governance and enables prioritisation decisions and effective allocation of resources across the portfolio. This will be through the analysis of information sources and engagement with programme and project stakeholders
  • use the appropriate reporting method to convert this insight to inform decision making.

These roles are government project delivery profession roles and are part of UKHSA’s project delivery resource model. They are aligned to theProject Delivery Capability Framework (PDCF)

The job holder will be supported to work towards achieving Government Project Delivery Accreditation where they do not already hold this.

Detailed job description and main responsibilities

Project Support Officer: 

  • Implement andmaintainsystems to enable effective planning and scheduling.
  • Implement andmaintainproject controls.  
  • Prepare and produce project status reports, performancedataand researchnew information.  
  • Manage andmonitorcompliance of the project in line with UKHSA guidelines and legislation, including Health & Safety, Equality & Diversity, Security.  
  • Support the Project Manager with workforce planning.  
  • Manage the procurement of project supplies and services within Delegated Financial Authority limits.  
  • Build andmaintainstrong professional relationships with a wide range of internal and external stakeholders.  
  • Draft and sign off correspondence.  
  • Act as point of contact for project responses to requests for information and signpost accordingly.  
  • Monitor the project spend, compile budgets, and support the development of business cases.  
  • Maintain the project asset register.
  • Maintain the project risk and issues log, working with risk managers to resolve issues and escalating whereappropriate.  
  • Use data analytics and digital tools to present project information, sharing in line with data standards.  
  • Be an active member of the UKHSA Project Delivery Profession Community. 

Assistant Project Manager: 

  • Manage the day to day running of the project, leading it to deliver agreed outcomes within time, cost, and quality constraints.  
  • Build project plans and applyappropriate deliverymethodology. Set project controls and track and report against milestones.  
  • Co-ordinate the development of the business case.  
  • Monitor and track project spend, ensuring it is within budget.  
  • Plan and manage resources to deliver the project.  
  • Identifybenefits and ensure these are understood, measured, tracked, andowned;monitoringthe longer-term delivery of benefits against the business case.  
  • Develop effective relationships with key stakeholders.  
  • Identifyandmonitorproject risks and issues, developing mitigating actions and escalation processes.
  • Provide project reports and support effective governance and decision making.  
  • Support project assurance, audit, and gateway reviews.  
  • Set up effective change management processes, including documenting agreed changes to the project deliverables.  
  • Use digital tools to analyse data, forecast,planand mitigate actions and exploit opportunities.  
  • Promote individual and team performance, seekappropriate guidanceand coaching from the project community.
  • Be an active member of the UKHSA Project Delivery Profession Community. 

Portfolio Analyst:  

  • Support your Line Manager by collaborating with business areas to identify and categorise new projects.
  • Co-ordinate reporting requirements by the projects/programmes to support the analysis of the Portfolio performance.
  • Provide secretariat support ensuring the smooth functioning and running of governance boards and ad hoc meetings.
  • Maintain the portfolio delivery map and critical path to monitor project progress. Recognise and track interdependencies across change projects.
  • Identify and monitor portfolio risks (threats and opportunities) and escalate as appropriate.
  • Use digital tools and data analysis to provide insights to support informed decision making.
  • Gather and collate information to support your Line Manager in developing mechanisms for measuring benefits.
  • Engage with a wide range of stakeholders, building strong and trusted relationships.
  • Support the Portfolio Manager to communicate and build commitment to a shared vision and sense of purpose
  • Ensure teams standards, policies, procedures, and tools are up to date and reflective current ways of working.
  • Be an active member of the UKHSA Project Delivery Profession Community.

Selection Criteria for these 3 roles is as follows:

  • Experience of working in a project, programme or portfolio office environment, with working knowledge of project planning, scheduling, risks and issues, resource management, governance, and assurance.
  • Strong interpersonal skills and the ability to build effective relationships across a wide range of stakeholders.
  • Awareness of commercial and procurement processes, budget and cost management, business case development and benefits management.
  • Ability to use digital tools and data analytics to support decision‑making in project delivery.
  • Effective communication skills, including the ability to influence and challenge constructively.
  • Experience of reporting or presenting information through dashboards, highlight reports, or progress updates.
  • Strong capability with Microsoft Office applications, including Word, Excel and PowerPoint.

Selection Process Details

Stage 1: Application & Sift

Salary Information  

If you are successful at interview, and are moving from another government department, NHS, or Local Authority, the relevant starting salary principles for level transfers or promotions will apply. Otherwise, roles are offered at the pay scale minimum for the grade, but in exceptional circumstances there may be flexibility if you are able to demonstrate you are already in receipt of an existing, higher salary. Pay increases are through the relevant annual pay award for the role and terms.

Hybrid working - any Core HQ

This role is being offered as hybrid working based at any of our Core HQs. We offer great flexible working opportunities at UKHSA and operate using a hybrid working model where business needs allow. This provides us with greater flexibility about how and where we work, to get the best from our workforce. As a hybrid worker, you will be expected to spend a minimum of 60% of your contractual working hours (approximately 3 days a week pro rata, (averaged over a month) working at one of UKHSA's core HQs (Birmingham, Leeds, Liverpool, and London).  Our core HQ offices are modern and newly refurbished with excellent city centre transport links and benefit from co-location with other government departments such as the Department for Health and Social Care (DHSC).
