Job overview

Reporting directly to the Engineering Manager, the Electrical Plant Manager is the system technical expert for electrical systems for the site.  The post holder will be responsible for managing small projects / initiatives relating to utilities systems and interfacing with the wider UKHSA user community to ensure utilities on site remain safe, compliant, and reliable for all facilities, equipment, and staff.

 

Main duties of the job

  • To monitor Utility equipment trend data as provided by the computerised maintenance management system and liaison with the maintenance teams/users, to recommend and manage process improvements /initiatives, and when required prepare justifications for submission within the appropriate capital budget.  

  • Project manage small business critical projects as delegated by the Engineering Manager in accordance with the UKHSA Capital Project procedure. 

  • Deputise for the Engineering Manager providing technical guidance and training to the Hard Services Contractor electrical team and administering business process related tasks through the computerised maintenance management system and business management system. 

  • Represent the Engineering function at audits and inspections as subject matter expert for electrical systems supported by the Engineering Manager.

Detailed job description and main responsibilities

Main Duties - Continued

  • To be responsible for the writing, and review of User Requirements specifications, SOPs related to Utility systems and other equipment within the site. 
  • Review the Approval of Engineering technical documents as required to support the Engineering function including review and approval of safety related documents such as pressure systems written schemes of examination and EICR reports.   
  • Responsible for troubleshooting and liaising with maintenance technicians, engineers, and users to establish the root cause, develop and manage appropriate corrective action plans and report through the UKHSA non-conformance systems, for failures and performance issues. 
  • The above is only an outline of the tasks, responsibilities and outcomes required of the role.  You shall be expected to carry out any other duties as may reasonably be required by your line manager.   

Role Criteria and Other Requirements 

Essential role criteria: 

  • ONC / HND or similar electrical engineering qualification or significant experience gained in a suitable working arena. 
  • Experience in an Engineering operational role, ideally in the life sciences industry. 
  • Experience of successfully leading a variety of specialist engineering initiatives. 
  • Experience of Regulatory Audits. 
  • Experience in Preparing Engineering Technical Documentation. 
  • Experience of working within a Quality system. 
  • Experience of dealing with internal customers, negotiating and agreeing work programs, reporting progress, dealing with issues to ensure delivery and customer satisfaction. 
  • Evidence of post-qualifying and continuing professional development. 
  • Accurate and clear record keeping, numeracy and report writing skills and excellent organisational skills. 
  • Diplomatic and tactful approach to colleagues and good communication skills. 
  • An understanding of and commitment to equality of opportunity and good working relationships, both in terms of day to day working practices, but also in relation to management systems. 

Desirable role criteria: 

  • Project Management Training. 
  • Practical life sciences industry experience of facilities, equipment and critical utilities operation, design, commissioning, and validation. 
  • Experience of current available engineering / equipment technology and its subsequent sizing / selection to support estates, engineering and facilities. 
  • Experience of the design, and control of capital project design documentation within a quality system. 
  • Experience of project management of capital project delivery within a life sciences environment. 
  • Specialist knowledge of life sciences processes associated equipment technologies and design. 
  • Knowledge and operation of computerised maintenance management systems (Maximo).

Eligibility Criteria

Location 

This role is being offered as office/lab based at our Scientific Campus in Porton. 

If based at one of our scientific campuses, you will be required to have a Counter Terrorism Check security vetting check as a minimum. For meaningful National Security Vetting checks to be carried out individuals need to have lived in the UK for a sufficient period of time. You should normally have been resident in the United Kingdom for the last 3 years as the role requires Counter Terrorism Check (CTC) clearance. In exceptional circumstances UK residency less than the outlined periods may not necessarily bar you from gaining national security vetting and applicants should contact the Vacancy Holder/Recruiting Manager listed in the advert for further advice.

Security Clearance Level Requirement

Successful candidates must pass a disclosure and barring security check.

Salary Information 

If you are successful at interview, and are moving from another government department, NHS, or Local Authority, the relevant starting salary principles for level transfers or promotions will apply. Otherwise, roles are offered at the pay scale minimum for the grade, but in exceptional circumstances there may be flexibility if you are able to demonstrate you are already in receipt of an existing, higher salary. Pay increases are through the relevant annual pay award for the role and terms.
