Job overview
This role sits in UKHSA’s Commercial, Vaccines and Countermeasures Delivery directorate within the Major Programmes Commercial team. Truly dynamic, our teams operate at significant pace in a commercially complex environment to procure a diverse range of goods and services in a highly competitive global market.
You will join the team at an exciting time as we continue to build a best-in-class commercial function, working collaboratively with stakeholders and commercial partners in the UK and globally, to provide innovative, value-for-money and flexible commercial solutions for our Countermeasures and Preparedness portfolio.
The team you will support leads on the storage and distribution of vaccines and countermeasures, as well as medicines, medical consumables, selective vaccines etc, working closely with delivery partners such as 3PLs, NHS supply teams, and all UK nations. The team ensure seamless delivery by maintaining robust relationships, upholding the highest quality standards, and leveraging expertise in GDP (Good Distribution Practice) to safeguard supply chain integrity and public health.
Main duties of the job
We are looking for an experienced Commercial Manager with commercial experience to join the UKHSA Commercial Major Programmes team. This role will play an important part in supporting sourcing and contract management activity across the Preparedness and Countermeasures team.
As Commercial Manager, you will be the lead on a range of commercial activities. This is a dynamic and challenging environment, and the post holder will need to be confident in managing complexity, applying judgement, and making decisions whilst collaborating effectively with other members of the team, suppliers and Programme stakeholders. The ability to work comfortably in ambiguous situations may be required at times.

Detailed job description and main responsibilities
Main Duties continued
Your role will include but not be limited to:
- Delivering commercial solutions, being accountable for ensuring delivery to time and budget, in line with best practice
- Developing sourcing and contract management strategies
- Managing competition exercises using the e-tendering portal (Atamis), including mini competitions, open competitions and other routes
- Leading on elements of contract and supplier management and manage contract changes and associated records keeping
- Comprehensive drafting of commercial documents including, including tenders, contracts, contract change notes Working closely with finance and legal partners where necessary
- Analysis of markets, suppliers and conducting due diligence, working with subject matter experts where necessary
- Leading on drafting business case documentation with commercial content, ensuring compliance with necessary approvals, working closely with stakeholders
- Development and reporting of Key Performance Indicators on progress status, issues and risks
- Publishing Notices and opportunities in line with expected timescales and legislation, including redacted contracts
- Ensuring all commercial activity is compliant with legislative obligation, UKHSA Standing Financial Instructions and Government best practice
- Managing contracts using Atamis, including Contract Changes Notices (CCNs), savings, keeping contract data fields updated etc

Essential role criteria:
- Evidence of procurement, contract management and or commercial delivery
- Good knowledge of public sector procurement legislation and commercial principles
- Evidence of delivering to deadlines in a fast paced and ever-changing environment with conflicting priorities
- Evidence of strong stakeholder management skills
- Evidence of working to high standards and maintaining a high level of accuracy
Desirable role criteria:
- Evidence of Clinical and or Medicine related procurement, contract management or commercial experience
- Evidence of responding at a fast paced and ever-changing environment with conflicting priorities
- Evidence of PA2023 related procurement, contract management or commercial experience activity

Location
This role is being offered as hybrid working based at our Core HQ in London (Canary Wharf). We offer great flexible working opportunities at UKHSA and operate using a hybrid working model where business needs allow. This provides us with greater flexibility about how and where we work, to get the best from our workforce. As a hybrid worker, you will be expected to spend a minimum of 60% of your contractual working hours (approximately 3 days a week pro rata, (averaged over a month). Our core HQ offices are modern and newly refurbished with excellent city centre transport link and benefit from benefit from co-location with other government departments such as the Department for Health and Social Care (DHSC).
Security Clearance Level Requirement
Successful candidates must pass a disclosure and barring security check.
Successful candidates must meet the security requirements before they can be appointed. The level of security needed is a Security Clearance (SC).
For meaningful National Security Vetting checks to be carried out individuals need to have lived in the UK for a sufficient period of time. You should normally have been resident in the United Kingdom for the last 5 years as the role requires a Security Check (SC) clearance. Salary Information
If you are successful at interview, and are moving from another government department, NHS, or Local Authority, the relevant starting salary principles for level transfers or promotions will apply. Otherwise, roles are offered at the pay scale minimum for the grade, but in exceptional circumstances there may be flexibility if you are able to demonstrate you are already in receipt of an existing, higher salary. Pay increases are through the relevant annual pay award for the role and terms.
