Job overview
The Principal Children and Young People (CYP) Public Health Manager provides key leadership for the team and has day to day responsibility for ensuring they work collaboratively and effectively. Their role is to support the Division’s objectives by improving the quality and consistency of health protection services across CYP and educational settings, and the Children and Young People’s Secure Estate. They also work closely with UKHSA colleagues to ensure public health advice is communicated clearly and implemented appropriately.
The post holder will also take on a cross-divisional role in supporting the co-ordination of immunisation work and will hold a key relationship with UKHSA Immunisation division within the Public Health Programmes directorate.
The postholder will support division to lead, coordinate and deliver high quality, specialist technical and professional public health expertise to support the objectives of the division. The post holder will work both collaboratively and autonomously, with authority, using advanced knowledge and skills, to help develop and shape health protection services and programmes and deliver services across professional, functional and geographical boundaries through a networked approach. This involves acting as a catalyst for change in practice and service development, appropriately challenging boundaries to identify innovative solutions that best meet the needs of internal and external CYP and educational stakeholders.
Main duties of the job
- Work autonomously to lead specialist public health projects across CYP and educational settings, using evidence and expert knowledge.
- Coordinate agreed work areas such as communicable diseases, environmental hazards, quality and workforce planning.
- Analyse and present data, prepare reports, monitor trends and support evaluation of interventions. Develop standards and support networks to share good practice.
- Contribute to UKHSA incident response.
- Develop and use intelligence and surveillance systems to support public health action. Interpret and present data for planning, priorities, business cases and monitoring progress.
- Use surveillance outputs to identify risks and influence policy.
- Contribute to assessments of needs, inequalities and impacts.
- Build and maintain effective relationships with internal and external stakeholders, including DHSC, NHS, DfE and Local Authorities.
- Influence policy and guidelines and support multi‑professional working. Contribute to system‑wide priorities and programmes.
- Support research and develop and deliver training for a range of audiences. Provide supervision and mentorship where appropriate.

Detailed job description and main responsibilities
Essential role criteria :
- Master’s in Public health, or equivalent experience( evidence of working through portfolios, reports, supervisor statements, critical thinking and decision making).
- Professional Public Health qualification and registration e.g. Specialist Community Public Health (SCPHN) part of the NMC Register or UK PH Register for practitioners.
- Substantial experience in a public health role at a senior level with specialist knowledge and expertise in Health Protection
- Proven experience and ability to prioritise own work effectively and be able to direct activities of/to others including managing and motivating a team and reviewing individual standards
- Experience of planning and leading quality and governance frameworks, including robust audit and service improvement practices
- Ability to identify areas for policy development and experience of delivering these for service improvement utilising a variety of literature and resources
- Proven experience in leadership of public health projects and initiatives (e.g., quality improvement and/or research)
- Knowledge and understanding of the wider public health agenda and working knowledge of the principles of epidemiology
- Proven experience of building trusted stakeholder relationships and networks in a politically sensitive and/or changing environment
- Effective verbal, written and presentation communication skills; capable of constructing and delivering clear ideas and concepts concisely and accurately for diverse audiences.
- Proven track record of leading effective change management programmes, resulting in positive public health outcomes, and capability to plan over short, medium and long-term timeframes adjusting plans and resource requirements accordingly.
- Proficient in the use of Microsoft Office including Word, and Excel
- Evidence of ability to handle challenging issues taking a problem-solving approach to ensure proactive and effective resolution
- Ability to interpret and analyse complex and/or sensitive information in a concise yet insightful way, pre-empting and evaluating issues and recommending appropriate course of action(s)

This role is being offered as hybrid working based at any of our core HQs.
We offer great flexible working opportunities at UKHSA and operate using a hybrid working model where business needs allow. This provides us with greater flexibility about how and where we work, to get the best from our workforce. As a hybrid worker, you will be expected to spend a minimum of 60% of your contractual working hours (approximately 3 days a week pro rata, (averaged over a month)working at our office. Our core HQ offices are modern and newly refurbished with excellent city centre transport links and benefit from co-location with other government departments such as the Department for Health and Social Care (DHSC).

If you are successful at interview, and are moving from another government department, NHS, or Local Authority, the relevant starting salary principles for level transfers or promotions will apply.
