Data and Cyber Security Policy Implementation Lead

  • Prevent: anticipate threats to health and help build the nation’s readiness, defences and health security
  • Detect: use cutting edge environmental and biological surveillance to proactively detect and monitor infectious diseases and threats to health
  • Analyse: use world-class science and data analytics to assess and continually monitor threats to health, identifying how best to control and mitigate the risks
  • Respond: take rapid, collaborative and effective actions nationally and locally to mitigate threats to health when they materialise
  • Lead: lead strong and sustainable global, national, regional and local partnerships designed to save lives, protect the nation from public health threats and reduce inequalities.

Job overview

Working across the whole of the Chief Data Officer Group, the Data & Cyber Security Policy Implementation Lead will play a crucial role in the effective application of new and existing policy across data and information management, cyber security, and digital systems. You will work with senior colleagues across the agency to develop change impact assessments for new policy direction, ensure all UKHSA staff can meet policy requirements whilst continuing to meet our operational demands.

 

Main duties of the job

Collaborating closely with the Head of Data Strategy and with senior subject matter experts in digital, data, information, and cyber security you will ensure that data, cyber security, and digital policy meets high quality standards and is accessible to colleagues from a wide range of professional backgrounds. You will lead policy stewards in developing and implementing appropriate monitoring of policy compliance to evaluate the effectiveness and fitness of related activity.  

This role will have enterprise-wide impact and make vital contributions to the delivery of UKHSA’s Data Strategy and Strategic Plan. You will be part of ensuring that UKHSA’s highly expert staff are able to work within clear and well-managed policy framework to extract greater value from our data in secure and responsible ways.

Detailed job description and main responsibilities

Working across the Chief Data Officer Group, you will contribute to the development, implementation, and evaluation of the UKHSA’s data and digital policy framework.  

The Data & Cyber Security Policy Implementation Lead will:

  • Conduct change impact assessments for policy implementation. 
  • Work closely with appropriate governance fora, policy owners and stewards to drive and track progress of policy implementation. 
  • Develop and implement evaluation frameworks to monitor policy compliance. 
  • Work closely with communications professionals to develop to ensure awareness of digital, data, information and cyber security policy across UKHSA. 
  • Collaborate with the digital and data policy framework owner and policy stewards to ensure policies are regularly reviewed and kept up to date. 
  • Build and maintain strong relationships across the Chief Data Officer Group to ensure smooth and impactful policy implementation and evaluation. 
  • Support the Head of Data Strategy and the CDO leadership team by identifying risks and vulnerabilities in the digital and data policy framework. 
  • Support close collaboration and good relations between the digital and data policy drafting team and subject matter expert policy stewards
  • Promote good practice in data and information governance and security. 

Essential criteria

  • Experience working in an area of data, information, digital, or cyber security policy.
  • Experience of working with and providing leadership across multi-disciplinary teams. 
  • Experience designing and implementing organisational change to meet specified requirements. 
  • Experience developing and implementing evaluation frameworks or compliance monitoring processes.  
  • Understanding of the legislative and regulatory landscape in data, information, and cyber security. 
  • Understanding of the government digital and data policy landscape. 
  • Experience contributing to data and information governance and security. 
  • Ability to communicate across technical and non-technical teams on matters of digital and data policy. 
  • Excellent verbal and written communication skills.

Selection Process Details

Stage 1: Application & Sift

If you are successful at this stage, you will progress to interview & assessment.

Stage 2: Interview

You will be invited to a single remote interview.   

Behaviours will be tested at interview. 

There will be a Presentation. The presentation task will assess the behaviour, Communicating and Influencing. It will be 5 minutes on the topic of implementing change. The precise detail will be provided at interview stage.

Location

This role is being offered as hybrid working based at any of our Core HQs. We offer great flexible working opportunities at UKHSA and operate using a hybrid working model where business needs allow. This provides us with greater flexibility about how and where we work, to get the best from our workforce. As a hybrid worker, you will be expected to spend a minimum of 60% of your contractual working hours (approximately 3 days a week pro rata, (averaged over a month) working at one of UKHSA's core HQs (Birmingham, Leeds, Liverpool, and London).

Our core HQ offices are modern and newly refurbished with excellent city centre transport links and benefit from co-location with other government departments such as the Department for Health and Social Care (DHSC).

Security Clearance Level Requirement 

Successful candidates must pass a basic disclosure and barring security check before they can be appointed.

Salary Information

If you are successful at interview, and are moving from another government department, NHS, or Local Authority, the relevant starting salary principles for level transfers or promotions will apply. Otherwise, roles are offered at the pay scale minimum for the grade, but in exceptional circumstances there may be flexibility if you are able to demonstrate you are already in receipt of an existing, higher salary. Pay increases are through the relevant annual pay award for the role and terms.

Grade 7 pay bands:

  • £56,185- £66,581 (National)
  • £58,340- £68,574 (Outer London)
  • £60,494- £70,566 (Inner London)
