Job overview
The role will work directly within the UK Health Security Campus (UKHSC) Programme, as part of the Business Case team and as part of the wider programme delivery team. The overall aim of the UKHSC Programme is to deliver new modern fit for purpose science facilities and create a hub for the scientific capabilities the UK needs to deliver on the key health security objectives. The UKHSC Programme aims to enhance and replace existing UKHSA infrastructure, most importantly its high-containment laboratories, which are essential for protecting the nation against potentially highly infectious diseases.
As a Business Case Manager for the UKHSC Government Major Projects Portfolio (GMPP) Programme, you will be responsible for supporting the end-to-end development of bespoke Green-Book five-case model business cases to secure approval and funding for the development of the supporting infrastructure the Programme is seeking to replace and enhance.
Main duties of the job
As Business Case Manager you will prepare, develop and maintain robust Green-Book business cases, which justify the necessary investment in the wider UKHSC Programme and its supporting projects which will typically be moderate to high in complexity, ranging from £100m – £2bn in value.

Detailed job description and main responsibilities
The main responsibilities for this role are as follows:
- Co-ordinates the planning, development, drafting and oversees the production of business cases for the programme, ensuring that all relevant organisational factors for change are incorporated and it adheres to Green-Book requirements.
- Drafts discrete sections of business cases, in partnership with assigned case leads and supporting stakeholders.
- Provides guidance and advice to project teams on business case requirements, the HMT five-case model, and requirements for approval.
- Outlines the governance routes, for approval, and prepares supporting documents for submission to appropriate boards, ensuring that all actions have an assigned owner and are completed effectively.
- Incorporates lessons learned from similar projects to inform future business case preparation.
- Develops techniques to maintain business case validity through project lifecycles.
- Co-ordinates with stakeholders to ensure benefits are identified and managed, the business case remains affordable, and the correct procurement methodologies are implemented.
- Identifies and monitors project risks and issues, develops mitigation actions and escalates as necessary, collaborating with related projects to manager interdependencies.
- Use digital tools and data analytics to develop robust business cases, assess project viability and track benefits realisation.
- Be an active member of the UKHSA Project Delivery Profession Community.
The job holder will be supported to work towards achieving Government Project Delivery Accreditation where they do not already hold this.

Essential role criteria:

Experience of business case development, preferably in a project delivery environment.

Ability to, and experience of identifying, planning and tracking benefits.

Working knowledge of governance, budgeting and cost management with an awareness of risk and issue management and business change and implementation.

Strong interpersonal skills, and the ability to develop effective relationships with a wide range of stakeholders with the ability to influence and challenge.

Experienced in using digital tools and performing data analysis to support decision making.

Excellent written and verbal communication skills, demonstrable through evidence of presenting information at the right level and at the correct time.

Relevant Project Management qualification (APM PMQ, PRINCE2, Agile, Better Business Cases) or similar qualifications/knowledge in Project management.

This role is being offered as hybrid working based at any of our Core HQs. We offer great flexible working opportunities at UKHSA and operate using a hybrid working model where business needs allow. This provides us with greater flexibility about how and where we work, to get the best from our workforce. As a hybrid worker, you will be expected to spend a minimum of 60% of your contractual working hours (approximately 3 days a week pro rata, (averaged over a month) working at one of UKHSA's core HQs (Birmingham, Leeds, Liverpool, and London). Our core HQ offices are modern and newly refurbished with excellent city centre transport links and benefit from co-location with other government departments such as the Department for Health and Social Care (DHSC).

If you are successful at interview, and are moving from another government department, NHS, or Local Authority, the relevant starting salary principles for level transfers or promotions will apply. Otherwise, roles are offered at the pay scale minimum for the grade, but in exceptional circumstances there may be flexibility if you are able to demonstrate you are already in receipt of an existing, higher salary.
Pay increases are through the relevant annual pay award for the role and terms.
