Job overview

The post holder will be a member of the UK Health Security Campus Programme’s Senior Management Team, working closely with the Director to ensure the successful, timely and quality delivery of UK Health Security Campus Programme’s construction project of the Harlow Campus. The post will lead as an expert in Health and Safety (H&S), ensuring that construction projects are legally compliant, building towards having industry leading construction projects where H&S is the number one priority. They will engage across the civil service, develop our internal and external capability and analyse and to target interventions. 

Main duties of the job

  • Provide strategic and technical support for the UK Health Security Campus Programme, ensuring the safe delivery of construction projects for the Harlow Campus.
  • Leading and developing the UK Health Security Campus Programme’s outputs, training requirements and ongoing continuous personal development. 
  • Attend monthly management meetings as required and facilitate and lead on the presentation of Management Information reporting to customers. 
  • Undertake a continuous improvement approach to the account, seeking to present and provide innovative solutions and operational improvements.
  • Business interfaces, front-line customer and stakeholder management - at a regional and national level.
  • Leading H&S initiatives across the UK Health Security Campus Programme, over the next five years, and beyond.
  • Ensure H&S risk management strategies are in place and the outputs are actioned accordingly.
  • Establish and oversee a system of audits to ensure the compliance of the UK Health Security Campus Programme with internal and external protocols.
  • Provide meaningful input to all teams to help drive performance improvement through analysis of Management Information and Reporting

Detailed job description and main responsibilities

  • Provide technical guidance to the team, to leverage knowledge from the transactional data and translate this into improvements in processes, specifications or services.
  • Work collaboratively with other managers at UKHSA to resolve escalated issues. Actively participate in UKHSA and industry networks to share best practice to overcome specific and generic blockers, to effective H&S management.
  • Providing senior level technical leadership in a complex organisation and providing written and oral briefings 
  • Leading a team of technical professionals and building professional capacity and capability
  • Responsible for effectively contributing to service level governance and operational supplier management of all construction contractors.
  • Lead the day-to-day contractor and supply chain engagement from a H&S perspective.
  • Provide support on technical issues; from day-to-day issue resolution through to strategic quarterly reviews.
  • Attend and actively participate in supplier contract performance meetings as required.
  • Accountable for working with the supply chain, to drive safe working practices in accordance with business and industry targets.
  • Support tender evaluations from an H&S perspective.
  • Lead the day-to-day customer engagement from a H&S perspective, demonstrating strong relationship-building and influencing skills to incorporate necessary compliance alongside customer needs.
  • Responsible for supporting the management and resolution of any escalations or complaints relating to H&S from the customers or supply chain.
  • Ensure all team members are fully compliant with mandatory learning, skills and behaviours required to fulfil their role.
  • Promote a high-performance culture and excellent customer service in all activity, ensuring the team demonstrate appropriate behaviours in delivering a service to the business.

Essential criteria

  • A professionally recognised health and safety qualification at a senior level (e.g. NEBOSH Level 6, CMIOSH or similar)
  • Extensive experience with Construction (Design and management) (CDM) and client-side construction project management
  • A fire safety qualification or significant experience working with fire safety risk management.
  • Registration with an appropriate professional body for health and safety practitioners (e.g. Chartered IOSH or IIRSM certification)
  • Experience of leading health and safety teams, with a track record of addressing compliance issues and strong knowledge of relevant legislation and best practice.
  • Demonstratable experience working in project/programme management, delivering complex construction projects across a widely varying estate, within budget and against challenging deadlines.
  • An active member of a professional engineering trade organisation or body.
  • Understanding of the Government Property Profession. 
  • Ability to implement strategies through consultation and engagement of key stakeholders.

Desirable criteria

  • Preferable experience with FM H&S, such as legionella, fire, electrical etc
  • General Property risk management experience such as developing and maintaining estate risk register.

There will be a Presentation and the question will be: What are the 3 biggest challenges you think you will face as the Head of Construction and Health and Safety Lead in the first 6 months and what would be your strategy and plan? Further details will be provided to candidates invited to interview.

This role is being offered as hybrid working based at any of our Core HQs with regular travel to programme related sites such as Colindale, Porton and Harlow 

We offer great flexible working opportunities at UKHSA and operate using a hybrid working model where business needs allow. This provides us with greater flexibility about how and where we work, to get the best from our workforce. As a hybrid worker, you will be expected to spend a minimum of 60% of your contractual working hours (approximately 3 days a week pro rata, (averaged over a month) working at one of UKHSA's core HQs (Birmingham, Leeds, Liverpool, and London). Our core HQ offices are modern and newly refurbished with excellent city centre transport links and benefit from co-location with other government departments such as the Department for Health and Social Care (DHSC).

Security Clearance Level Requirement 

Successful candidates must pass a basic disclosure and barring security check before they can be appointed.

For meaningful National Security Vetting checks to be carried out individuals need to have lived in the UK for a sufficient period of time. You should normally have been resident in the United Kingdom for the last 5 years as the role requires Security Check (SC). Salary Information

If you are successful at interview, and are moving from another government department, NHS, or Local Authority, the relevant starting salary principles for level transfers or promotions will apply. Otherwise, roles are offered at the pay scale minimum for the grade, but in exceptional circumstances there may be flexibility if you are able to demonstrate you are already in receipt of an existing, higher salary. Pay increases are through the relevant annual pay award for the role and terms
