Job overview

UKHSA’s Commercial teams continue to play a central role in priority activity, supporting the response to health threats as they occur, and ensuring a resilient infrastructure to secure the UK in the strongest position to protect the public from future threats to health.

As part of the Data, Insights and Systems team, a small team of 6 people, within the Commercial Enablement Team, this key role is responsible for leading on the management of commercial systems, tools and reports. Advocating a self-serve approach to commercial data products, co-ordinating regular reporting commitments and presenting to senior stakeholders will be key elements of this role.

Main duties of the job

As a leader in the Data, Insights and Systems team within the CVCD function, this key role is responsible for:

  •  Developing, managing and embedding a suite of systems/tools to enable good commercial practises and support analytical and reporting requirements across the commercial directorate.
  •  Being the primarily owner of UKHSA’s processes relating to utilisation of Atamis (Health Family eCommercial System) with additional responsibilities for process automation, reporting and driving data led decision making within commercial.

Detailed job description and main responsibilities

You will provide leadership and provide expert advice to guide decisions about how systems are utilised that will have an impact across the Commercial directorate. You will make decisions based on technical knowledge and in consultation with UKHSA commercial SLT. The expectation is that you can document end-user system and insight requirements, gather and harmonise data and develop products to service the needs of a busy, critical commercial team. You will work with the Commercial Data & Insights Lead to create reports and dashboards to present back and iterate with Procurement and Commercial stakeholders.

You will be required to work alongside numerous stakeholders at all levels, including board level across UKHSA and liaise with other government bodies on best practice. The successful individual will be a self-starter, comfortable working in ever-changing environments.

You will have a keen eye for detail and be comfortable managing large data sets across the Commercial lifecycle. You will be proactive, driving key projects forward and leading on the delivery of Commercial data products and driving efficiencies for the team.

You will set the standard for Commercial data products and mentor a team of HEO/SEOs in good data and system practises, oversee a range of data products managed and maintained by your team and support the wider Commercial Team in improving data capability.

Business As Usual and Management:

  • Provide strategic insight on how commercial systems, data and analytics enable UKHSA priorities, ensuring decisions consider organisational policy and user impacts. Work collaboratively with policy and operational teams to optimise integration between systems and ensure changes deliver measurable benefits
  • Anticipate emerging needs, risks and opportunities across the commercial lifecycle and translate these into clear direction for systems, processes and reporting. Leading continuous improvement activity across the commercial systems, processes and data environment, using evidence and feedback to identify and deliver enhancements
  • Dealing with urgent and sometimes complex data queries delivered to tight timescales, responding to other requests such as Commercial Senior Leadership Team requests, ministerial requests, Freedom of Information requests and requests from other government departments
  • Encourage innovation by championing automation, emerging analytical tools and modern digital practices that strengthen insight and system performance, driving improvements and efficiencies to the way Commercial teams are capturing data in terms of process standardization and optimization
  • Be comfortable presenting findings and analysis to very senior stakeholders and required to attend meetings with wider government bodies as are presentative of UKHSA Commercial. Managing and maintaining these relationships alongside providing fair challenge/solutions to data requests forms a key part of the role
  • System management, ensuring that UKHSA’s Commercial systems/processes are robust and compliant
  • The post holder will line manage a team of 2 HEO/SEOs (minimum) and will be one of the two G7 Leads for the Commercial data team which includes a further 2 HEO/SEOs
  • Lead by example in championing a high performance, inclusive culture across systems, data and analytical functions, supporting team members to develop specialist capability and build confidence and capability across the Commercial function by coaching, mentoring and enabling others to use systems, data and insight effectively

Essential Criteria

  • Degree level education in a numerate discipline (science, maths, economics or similar)
  • Comprehensive experience of managing an e-commercial system (eg Atamis/Jaggaer)
  • Proven experience managing operational/performance data
  • Strong communication and presentation skill, particularly explaining technical system and data processes to non-technical stakeholders
  • Proven history of delivering solutions via MS Power Apps and MS Power Automate
  • Business Analysis capabilities including requirements gathering and a structured approach to problem-solving
  • Business Intelligence capabilities including dealing with large and complex data sets that may have incomplete data, with a keen attention to detail
  • Extensive experience of internal and external Stakeholder management, at all levels of seniority
  • First rate presentation skills, with the ability to present complex topics in a clear fashion to a non-technical audience 

Desirable Criteria

  • Procurement experience and understanding of commercial legislation and standards
  • Experience of leading a small team (1-3 heads), line management and team/individual development experience
  • Experience using data visualisation tools (Power BI, Tableau)

Location

This role is being offered as hybrid working based at any of our Core HQs. We offer great flexible working opportunities at UKHSA and operate using a hybrid working model where business needs allow. This provides us with greater flexibility about how and where we work, to get the best from our workforce. As a hybrid worker, you will be expected to spend a minimum of 60% of your contractual working hours (approximately 3 days a week pro rata, (averaged over a month) working at one of UKHSA's core HQs (Birmingham, Leeds, Liverpool, and London). Our core HQ offices are modern and newly refurbished with excellent city centre transport links and benefit from co-location with other government departments such as the Department for Health and Social Care (DHSC).

Successful candidates must pass a basic disclosure and barring security check before they can be appointed.

Salary Information

If you are successful at interview, and are moving from another government department, NHS, or Local Authority, the relevant starting salary principles for level transfers or promotions will apply. Otherwise, roles are offered at the pay scale minimum for the grade, but in exceptional circumstances there may be flexibility if you are able to demonstrate you are already in receipt of an existing, higher salary. Pay increases are through the relevant annual pay award for the role and terms.

 Please be aware that the salary is based on the office location.

  • £60,494- £70,566 (Inner London)
