Job overview

We are looking for a Senior Business Analyst with the right experience to understand and analyse user and business needs in relation to Surge Response.

The  Chief Data Officer (CDO) Group mission is:

To enable UKHSA to make the nation’s health secure through safe and innovative digital capabilities and by the transformation of public health data, analysis, insight and surveillance.

This role sits within the Surge Response Service Programme:

As part of its remit for Emergency Preparedness, Resilience and Response, UKHSA acts as a Category 1 responder under the Civil Contingencies Act2004. The Government states that UKHSA should have well-tested response capabilities to detect, contain and treat novel infectious diseases as part of its responsibility for preparing for the risk of ‘Emerging Infectious Disease’.

The Surge Response Service (SRS) Programme will build a flexible and scalable set of capabilities to respond to a range of health threats. This includes the capability for health protection teams,organisations, and the public to order test kits, fulfil orders, process and notify results and support contact tracing and targeted advice and guidance.

 

Main duties of the job

As a Senior Business Analyst, you will be responsible for understanding and analysing user and business needs for initiatives which will typically be large or complex.
You will ensure that outcomes are aligned with the service vision and business strategy, you will be expected to proactively contribute to SRS strategy by linking between current and future business models and delivering to business architecture.
Acting as a critical friend you will challenge constructively to achieve solutions that are fit for purpose, facilitate collaboration and communicate with all stakeholders to support the design, build and delivery to meet the user needs. This role is aligned to the Delivery, Data and Technology Framework (DDAT) career pathway Senior Business Analyst.

Detailed job description and main responsibilities

A Senior Business Analyst has a good understanding of strategic arenas and leads analysis on large and complex initiatives:

  • Analyse and understand business problem and opportunities
  • Identify areas for improvement, explore feasible options, analyse the effects of change and define success measures
  • Lead on research and analysis to understand how a business or business area works, considering the people, organisation, processes, information, data and technology, to identify problems, assess impacts and shape effective, value-driven solution
  • Lead on the identification and elaboration of business needs to enable effective design, development and testing of services and business change
  • Collaborate with the delivery squads to make decisions on prioritisation and minimum viable product by using analysis-led insights
  • Ensure new products and services developed meet business and user needs, are aligned with organisational goals and take account of business and policy constraints. Where conflicting needs are identified they are challenged and resolved with the appropriate stakeholders.
  • Develop, coordinate and agree sign off the As-Is and To-Be business process and requirements.  
  • Coordinate Stakeholder analysis and communication ensuring that stakeholder management is an ongoing process for the team.
  • Manage and coordinate business analysis activity across the squad
  • Line Manage 1x SEO Business Analyst
  • Be active member of the UKHSA Business Analysis Community of Practice, developing the methodologies and approaches that are used across the agency.

Essential  Criteria

  • Practitioner level knowledge and experience in requirements management using a broad range of analysis techniques, including a business analysis related qualification or equivalent experience in business analysis.
  • Extensive experience of leading the defining and managing business needs, user needs and requirements, including problem statements, epics, features, user stories, acceptance criteria and non-functional requirements. Ability to negotiate and address conflicts, ensure traceability of requirements and facilitation of prioritisation. 
  • Strong influencing capabilities with experience of communicating with, influencing and managing stakeholders from all levels, including resolving issues.
  • Experience of working in Agile and in multi-disciplinary teams.  Ability to define and agree the scope of your role within the squad and negotiate on delivery priorities.
  • Experience of context, problem and option analysis, including leading work to understand context, problems and root cause.  Can lead the approach to option development and evaluation with alignment to the bigger picture of the agency’s goals and strategy.
  • Experience of leading process analysis and evaluation to identify business problems and to support the design, test, build, implementation and assessment of Business process improvement.
  • Experience of using Business modelling techniques and defining good practice for eliciting appropriate information to create effective models.  Able to demonstrate the use of business modelling outcomes to support decision making.
  • Experience of developing business scenarios and acceptance criteria to support Testing.
  • Excellent people management skills, able to engage and lead, with a passion for stretching and improving both teams and processes.

Location

This role is being offered as hybrid working based at any of our Core HQs. We offer great flexible working opportunities at UKHSA and operate using a hybrid working model where business needs allow. This provides us with greater flexibility about how and where we work, to get the best from our workforce. As a hybrid worker, you will be expected to spend a minimum of 60% of your contractual working hours (approximately 3 days a week pro rata, (averaged over a month) working at one of UKHSA's core HQs (Birmingham, Leeds, Liverpool, and London). Our core HQ offices are modern and newly refurbished with excellent city centre transport links and benefit from co-location with other government departments such as the Department for Health and Social Care (DHSC).

Successful candidates must pass a basic disclosure and barring security check before they can be appointed.

Salary Information

If you are successful at interview, and are moving from another government department, NHS, or Local Authority, the relevant starting salary principles for level transfers or promotions will apply. Otherwise, roles are offered at the pay scale minimum for the grade, but in exceptional circumstances there may be flexibility if you are able to demonstrate you are already in receipt of an existing, higher salary. 
Pay increases are through the relevant annual pay award for the role and terms.
