The role

 

Warrington and Halton Teaching Hospitals NHS Foundation Trust (WHH) is seeking an exceptional Interim Chief Executive Officer to lead our organisation through an exciting time of integration and place-based collaboration with our community provider.

We and our partners face collective challenges in our effectiveness in delivering responsive, seamless services that meet the needs of the people accessing them. This presents significant opportunities for enhancement of our urgent and emergency pathway and reducing any potential silo working or fragmentation across both organisations. Evidence demonstrates that alignment of the management of the system is necessary to effectively address and optimise the use of resources and outcomes for patients and staff.

 

 

 

Main duties of the job

You will be a compassionate and inclusive leader with experience of uniting organisations and teams across traditional boundaries. Maintaining our relationship with system and place leaders, you will ensure that we create new ways of working which tackle inequalities in healthcare outcomes and improve access to services for the people of Warrington and Halton.

 

Recognising the importance of honest and transparent communications, you will harness the experience and expertise of staff, patients, and partners through effective engagement at all levels.

 

You will be an experienced health care leader operating at, or close to, chief executive level in a complex health or care environment. Your drive, ambition and experience will quickly gain you credibility with our Trust Board, our staff, Governors, place-based partners and across the wider Cheshire and Merseyside system.

 

You will use evidence to inform future plans. You will establish effective governance arrangements to provide assurance to key stakeholders and manage risk, both corporate and clinical, in the pursuit of a new alignment of resources.

Working for our organisation

Straddling two neighbouring boroughs of Warrington and Halton, we are part of the Cheshire and Merseyside Integrated Care System. Geographically, we are ideally positioned to meet the growing healthcare needs of the 330,000 population of both boroughs, and beyond. A dedicated planned care centre located at Halton Hospital in Runcorn enables elective procedures to continue uninterrupted by the patient flow challenges of the ‘hot’ site at Warrington, where urgent, unplanned and critical care, maternity and women’s and children’s services are provided.

 

The Board has approved more than £100m investment in the existing estate over the last five years to meet growing and changing demands and ensure fit-for-purpose facilities, including a Community Diagnostic Centre at Halton Hospital and, with key partners, a Living Well Hub in Warrington.

 

A CQC-rated ‘Good’ organisation with ‘outstanding’ features, we achieved teaching hospital status in 2019 and we work in partnership with the University of Chester and other educational establishments. In January 2024, we were pleased to achieve a CQC ‘Good’ rating for our maternity services.

Experience

Essential criteria
  • Significant experience at board level.
  • Track record of managing successful major change in a complex organisation.
  • Demonstrable record of managing change through integration of services across traditional organisational boundaries
  • Significant experience of working with system partners to influence and collaborate on commissioning decisions.
Desirable criteria
  • Operating at Chief Executive or Deputy Chief Executive in a Foundation Trust or NHS Trust or equivalent experience gained in a complex organisational environment.

Qualifications

Essential criteria
  • Master’s qualification or equivalent experience of strategic leadership and management in a complex health care environment
  • Evidence of professional and personal development in strategic leadership and management in last two years.
Desirable criteria
  • Management qualification (e.g. MBA)
