Job overview

A new and exciting opportunity has arisen for an Operational Services Manager to join the Cardiothoracic Services Team at Freeman Hospital. This pivotal role offers the chance to lead and support highly specialised, dynamic services within a world-renowned centre of excellence.

The Cardiothoracic Services Clinical Board encompasses nine wards, including two Intensive Care Units across adult and children’s services. It provides a wide range of specialist care, including congenital heart services, cardiology, cardiac and thoracic surgery, and thoracic medicine. With five operating theatres and six catheter labs, the service supports both emergency and elective admissions while also hosting cardiac and respiratory diagnostic services.

As the Operational Services Manager, you will be responsible for the day-to-day operational management of cardiology and respiratory services, working closely with clinical leads. You will play a key role in ensuring the delivery of agreed performance targets, quality, and safety standards, while also driving service improvement, workforce planning, and operational efficiency.

Main duties of the job

The postholder will be responsible for overseeing patient pathways, ensuring that demand and capacity are effectively managed to maintain smooth patient flow. A key part of the role will involve monitoring and delivering waiting time targets, managing elective and emergency activity, and responding to operational pressures as they arise. The post-holder will also oversee the investigation and management of incidents and complaints, ensuring that appropriate actions are taken and lessons learned are embedded into practice.

In addition to operational management, the role will involve future planning and financial leadership. The postholder will work closely with the senior management team to develop business cases and strategic plans that support the growth and sustainability of the service. They will also be responsible for leading service improvement projects, driving efficiency and enhancing the quality of patient care. As a budget holder for a delegated area, the postholder will be expected to ensure effective financial management, supporting the budget-setting process and identifying opportunities for cost efficiencies while maintaining service quality.

Detailed job description and main responsibilities

The postholder will also provide line management for delegated non-clinical staff groups. They will be responsible for recruitment and selection, ensuring appropriate staffing levels, and managing sickness absence, disciplinary and grievance processes, as well as supporting staff development and performance management. Promoting a positive and high-performing culture, they will work to ensure staff feel valued and supported in delivering excellent patient care.

  • To assist the Clinical Board management team with the management of all aspects of their area(s) of responsibility and take the lead in specific delegated areas.
  • Take the lead in ensuring the delivery of agreed performance targets within area(s) of responsibility.
  • Deputise for members of the Clinical Board management team (as appropriate) when required.
  • Contribute to the day-to-day operational management of area(s) of responsibility.

  • Degree level education or on established pathway supplemented by post graduate diploma level specialist training, management/leadership qualification or equivalent level of experience
