We are looking to welcome a proactive, diligent and enthusiastic leader into our Divisional Governance Team

 

The primary aim of the role is to provide assurance that the Women’s and Children’s Division      uphold the highest standards of clinical governance. 

 

The post holder will provide oversight of the strategic and operational delivery of all aspects of quality assurance pertinent to the business of clinical governance, particularly for the ‘outstanding’ maternity service alongside, gynaecology, neonates, and paediatrics. 

The service is accustomed to high quality patient safety initiatives alongside stringent oversight of necessary locally and nationally agreed quality standards.

There is a requirement for management of established guidelines, processes and procedures that facilitates on-going plans for consistent compliance with statutory regulation and national recommendations. 

The role requires the individual to work within the domains of patient safety, clinical audit, effectiveness, risk management, education, training, and research. This will be safety centric, as well as demonstrating that good quality governance is understood and practiced across all professional groups.

Expert practice

  • Represent the service and contribute at the relevant Trust and Local Maternity and Neonatal System (LMNS) meetings and paediatric and neonatal network in conjunction with the Head of Midwifery and Neonates and the Professional Director of Midwifery and Paediatrics.
  • Support the Senior Leadership Team in the delivery of service in a group wide, LMNS, regional and national initiatives.
  • Support the Division to monitor compliance against agreed quality targets working closely with relevant stakeholders as well as what is set out as national and local requirements. This includes ensuring the establishment and development of digital technology that develops effective ways of measuring outcomes, reporting on performance and supporting smart data collection and presentation of compliance and gaps.
  • Meet the evolving needs of the organisation the post holder may also be required to work flexibly providing cover in agreed areas following appropriate discussion.
  • Attend relevant meetings internal and external to the trust as agreed with the senior leadership teams in relation to quality, governance and assurance, representing the Division as required.
  • Analyse complex data to ensure accurate presentation of a range of reports to relevant groups and committees at a service and divisional level or externally as agreed.
  • Lead on the identification of areas requiring quality improvement, to support the development and delivery of quality and safety agenda.
  • Provide specialist advice and support to staff on all areas relating to quality governance, assurance, service user experience and clinical effectiveness
  • Ensure the department is compliant with Trust wide quality priorities and requirements, that they are translated and understood across services, clinicians and operational teams.
  • Ensure, with the management teams, that the department is compliant with identified national quality standards, ensuring robust mechanisms are in place to assess adherence, and that measures are implemented to make changes.
  • Support and contribute to the maternity, gynaecology, neonatal and paediatric department’s quality priorities – ensuring they are understood and translated across a range of teams and professional groups. These include Trust Nursing and Midwifery Plans, Maternity Incentive Scheme standards, Three Year Delivery Plan standards, CQC Experience Action Plans as well as training and development requirements.
  • Ensure that standardised information is cascaded through the division and to have in place mechanisms for ensuring that front line staff have the information required in an understandable format.
  • Support the development of a learning culture within the division, ensuring key areas of learning, across a range of quality, governance, safety and improvement domains are shared, understood and embedded within the relevant departments.
  • Play a key role in supporting the service in the oversight, management and reporting of PSIRF, Incidents, Risk Register, Guidelines, Duty of Candour and all aspects of clinical governance. Provide assurance that all Incidents are logged appropriately, tracked and monitored, completed in a timely manner and that learning and shared learning is understood.
  • Design a Divisional Audit strategy and ensure, in conjunction with the corporate governance team that appropriate clinical audit and other forms of review are undertaken in the service. To ensure that any actions required as a result of such reviews are implemented.
  • Work collaboratively with the Trust’s Patient Experience Team, Complaints Team. Maternity & Neonatal Voices Partnership (MNVP) etc. monitoring that services user’s feedback remains central to quality agenda.
  • To be a key point of contact and liaison with external stakeholders in relation to the range of quality governance, effectiveness and quality improvement initiates and expectation – including CCG Quality leads, Commissioners, quality networks and regional groups.
  • Support the Division with the CQC regulatory requirements for quality and safety and lead on responses to requests from regulators and actions that may arise from CQC inspections
  • Provide analysis and progress reports arising from National Patient Experience Surveys as relevant to the Department.
  • To use expert knowledge in field to make judgements and decisions taking into consideration complex multi stranded information.

 Leadership

  • Ensure that all staff in the assigned teams are regularly appraised and have a personal development plan which supports the priorities of the assigned teams are aligned with the strategic direction of the Trust.
  • Develop and maintain constructive staff engagement to support quality and continued and consistent achievement of performance targets.
  • Contribute to the development of the Women’s and Children’s Divisional Strategy providing leadership within its strategic work plan.
  • Act as an agent of change to create an environment in which practice continues to develop and is valued in the multi-professional arena. This will include interaction across the Group Model and across the Region.
  • In conjunction with the Professional Director of Midwifery and Paediatric Nursing to be the professional contact to develop services / strategies to comply local and national targets for: Department of Health, Other acute Trusts, Integrated Commissioning Board and the Professional bodies.
  • Provide expert clinical and professional leadership and supervision to the trust.
  • Link with networks across the wider health community at both national and local levels to develop and plan strategies for service
  • Monitor staff and ensure contributions and perspectives of all staff are heard, and influence management decision making in line with the Trust’s values and all relevant organisational development guidelines.
  • Work with the Professional Director of Midwifery and Paediatric Nursing within the department to ensure a seamless management approach.
  • Personally aspire and encourage others to maintain high ethical and professional standards in attitude at work. This will include punctuality and appearance.

 

Education, Training, Research and Practice Development 

  • Contribute to and advise on the development of evidence-based guidelines / departmental protocols. Be guided, but not limited, by department protocols to ensure that high departmental standards are met and a comprehensive examination is performed.
  • Contribute to Department / Directorate Research & Development (R&D).
  • Be responsible for developing the strategy for management of NICE guidance for the Division for full compliance
  • Undertake all mandatory, statutory training as required alongside individual training requirements.
  • Develop robust work force and training plans that support the services clinical strategy and clinical governance plan in response to learning from incidents
  • Monitor training statistics and outcomes, escalating areas of concern in line with Trust policy, this includes effective reporting of training records
  • Provide an expert resource to clinical teams, managers and departmental quality management groups across elements of regulatory compliance, assurance, governance, learning, carer and service user experience and quality improvement.
  • Identify opportunities for Trust-wide training in conjunction with the corporate team within the Group Model 
  • Be accountable for ensuring that all education, training, research and development provision and opportunities are regularly audited and to facilitate the development of action plans as required
  • Develop an audit strategy for the Division and facilitate audits to maintain a clinical environment that is conducive to learning and staff development.
  • Plan and lead projects relating to newly arising compliance demands
  • Lead in the development of the Trust Policies and procedures within the service, lead implementation and reinforce their use
  • Support staff undertaking research and audit in an educational and supervisor capacity as appropriate
  • Work in a transformational manner to ensure a continuous cycle of improvement for the service
  • Develop and maintain knowledge of risk management and untoward incident reporting policies and procedures. When requested, submit written reports regarding reviews of care provision or untoward incidents and present in appropriate forums.
  • Participate in the reviews of clinical incidents and give feedback to individuals or groups on any recommendations.
  • Maintain evidence for and participate in CQC assessments and other external assessments and reviews.

 

Communications and Relationships

  • Communicate clear and positive messages to staff, the Management team, other parts of the Trust and key stakeholders. Translating highly complex and contentious information into easy to disseminate communications and presentations in an inclusive manner
  • Deliver effective communication strategies in response to Divisional governance
  • Ensure effective staff communication and involvement so staff can be involved in and influence the planning and development of the service
  • Demonstrate established negotiation skills in the management of conflict across a range of situations, including the resolution of complaints which may involve diffusion of hostility and aggression
  • Deliver bad news sensitively and appropriately to patients and support others to do so. This includes open and transparent conversations when there have been omissions in care delivery

 

Staff Management

  • Budget holder for service/ services
  • In support of the Director of Midwifery and Head of Midwifery ensure that the assigned specialty teams deliver a robust financial performance in line with the Trust’s agreed financial plan to actively explore and implement opportunities for ongoing cost improvement.
  • Support a system for business risk evaluation and quality impact assessment for service changes and developments.
  • Lead the development of an enabling culture within Divisional that supports others to succeed and flourish
  • Lead the promotion of good staff engagement and satisfaction at all levels of the service that lead to improved staff health and wellbeing and maintain close working relationships in partnership with staff side
  • Monitor levels and standards of performance, staff conduct, standards and behaviours, appearance and staff attendance as appropriate ensuring these matters are dealt with effectively in accordance with Trust policy and legislation
  • Responsible for overseeing effective staff involvement and communication strategies and working relationships across the operational areas and creating a working environment that empowers staff to achieve optimal performance
  • Actively promote a culture of openness, transparency and candour ensuring that any concern raised is treated seriously and dealt with promptly
  • Take decisive and timely action to address areas of poor performance, underachievement, and risk
  • Undertake recruitment and retention process of staff as appropriate, effectively inducting new staff in accordance with the Trust’s policy Resource Management
  • Ensure the effective budgetary management of the service, resources utilised cost-effectively in collaboration with the women’s and children’s management team
