Interim Senior Commissioning Lead – Primary & Community Care (Bromley)

Band 8B  | Flexible engagement (3–5 mths  on bank)

Bromley is seeking an experienced senior commissioning professional to provide short‑term, flexible capacity to support priority work across primary and community care.

This is an interim engagement, intended to provide additional senior input for a defined period (anticipated 3–5 months). The exact duration, working pattern and days per week will be agreed flexibly, based on service need and mutual availability.

About the role

The post will work at a senior level within the Primary and Community Care commissioning function, supporting delivery of key local and national priorities. The focus will be on providing senior leadership, programme support and specialist expertise, rather than a substantive management post.

Key areas of focus are expected to include:

  • Senior support to primary and community care commissioning priorities in Bromley
  • Working closely with GP practices, PCNs, the LMC and system partners
  • Supporting service development, improvement programmes and transformation activity
  • Providing senior input to programme governance, stakeholder engagement and decision‑making
  • Advising on commissioning, finance, workforce and delivery risks where appropriate
  • Team leadership and line management duties

Previous experience at Band 8B / senior manager / associate director level (or equivalent) is expected.

The scope of work will be kept under review and may evolve during the engagement to reflect emerging priorities.

Working arrangements

  • Flexible engagement – anticipated 3–5 months
  • Flexible working days / pattern to be agreed
  • Hybrid working, with some on‑site presence in Bromley as required

This role is not intended as a substantive or permanent appointment and does not carry any expectation of ongoing or fixed hours beyond the agreed engagement.

  • Strong knowledge of primary care and community services commissioning
  • Experience working at senior level across NHS systems and partnerships
  • Credibility with clinicians, providers and system leaders
  • The ability to work autonomously, add value quickly and operate in a fast‑moving environment
  • Interpersonal skills, operating with empathy and high emotional intelligence

Essential criteria
  • Educated to masters level or equivalent level of experience working at a senior level in a specialist area
Desirable criteria
  • Project Management qualification or equivalent experience

Experience & Knowledge

Essential criteria
  • Advanced understanding of the workings and challenges of the NHS, clinical commissioning groups, local authorities and the wider public sector
  • In-depth knowledge of the primary care agenda at national and local level, especially Primary Care Networks
  • Robust experience of scoping, designing, implementing, and evaluating transformational change projects and programmes, and knowledge of change management techniques
  • Comprehensive knowledge and experience of project and programme management principles, techniques, and tools
  • Knowledge of healthcare contracts and the principles of public sector contracting and procurement

Skills and Abilities

Essential criteria
  • Highly developed facilitative, influencing and negotiating skills.
  • Demonstrated experience of undertaking engagement and co-design with a range of stakeholders, including clinicians, providers, partners and the public
  • Ability to provide and receive highly complex, highly sensitive and contentious information, negotiate with senior stakeholders on difficult and controversial issues, and present complex and sensitive information to large and influential groups.
  • Experience of writing high quality reports, briefing papers and correspondence for senior audiences
  • Robust experience of identifying, managing, reporting and mitigating risks
