Medical Workforce Operations Manager Vacancy
To assist in ensuring safe and effective workforce availability to provide medical care to patients within the Specialist & Emergency Care Division
Provide day to day operational support to ensure safe staffing levels are maintained and deploy medical staff appropriate to patient need dealing with complex facts
Leadership and oversight of medical staff recruitment across the Division to ensure timely and effective recruitment is in place
Provide strategic leadership to the workforce plan for medical staff, including the consideration of non-medical roles that could provide capacity for the medical teams.
Provide line management supervision to the medical rota team and oversee Trustwide medical staff work rotas, ensuring they are fit for purpose and flexible to meet capacity demands.

Main duties of the job
1. Whilst working within broad occupational policy, ensure the day to day safe and effective staffing of inpatient areas. This will primarily be through the sufficient availability of junior medical staff but
additionally through the availability of non-medical roles that can support the medical teams. The post holder would have the responsibility to identify areas of risk and to negotiate and agree the movement
of medical resource within the organisation to ensure that patient safety is maintained and effective medical management is delivered
2. Provide oversight of the sufficiency of staffing in the short and medium term and support the service line teams to ensure that appropriate action is undertaken to secure locum or other staffing solutions are in
place to deal with predictable shortfalls in staff availability
3. Work in collaboration with the junior doctors and their representative committee to identify areas for improvement in the delivery model for both “in hours” and “out of hours” care
4. Be responsible for the strategic development of the medical workforce plan to include consideration of non-medical roles and the potential to support the needs of patients with less reliance on the availability
of junior doctors

6. Be responsible for the oversight of the GMC survey responses and develop actions and interventions to
respond to concerns and ensure that we are providing an appropriate workplace and learning
environment.
7. Ensure that doctors within medical specialties across the Trust are able to access the appropriate
educational and training experiences while ensuring robust and resilient ward cover is maintained at all
times.
8. Provide line management to the rota office to ensure that effective work rotas are in place for medical
staff across the Trust.
9. Support financial sustainability of the resident doctor population and contribute to key Trust savings
initiatives
10. Authorised signatory for small payments
11. Provide highly specialist workforce advice (in co-ordination with HR)

Knowledge & Experience
Essential criteria
- Proven track record in operational management within a complex organisation
- Demonstrable experience of producing large, complex documents
- Evidence of workforce and succession planning
- Demonstrable experience of leading organisational change management
- Demonstrable track record of delivering targets and improving services
- Demonstrable evidence of continual professional development
- Demonstrable experience of line management and small team supervision
Desirable criteria
- Knowledge of NHS structures, targets and KPI’s
- Understanding of NHS terms and conditions
- Knowledge of relevant employment legislation e.g. Working Time Directive
Qualifications
Essential criteria
- Degree level qualification or equivalent demonstrable experience (acquired either through degree and professional qualification/experience)
