Job overview

We are seeking an experienced and dynamic leader to join our organisation as Deputy Chief Operating Officer. This is an exciting opportunity to play a pivotal role in shaping the long-term vision for patient care and driving service integration both within our organisation and across BNSSG (Bristol, North Somerset and South Gloucestershire) integrated care system.

Working in close collaboration with both internal teams and external stakeholders, the post holder will lead the development and delivery of strategic plans to ensure the seamless integration and continuous improvement of our services. You will be instrumental in aligning operational priorities with system-wide objectives and enhancing the quality, safety, and efficiency of care delivery across our portfolio.

As Deputy COO, you will be a key member of the Operational Senior Management Team and the wider Senior Leadership Team. You will have a visible leadership role, ensuring the effective monitoring of performance, evaluating impact across services, and supporting the organisation to meet and exceed key performance indicators.

This is a highly autonomous role, requiring sound judgement and the ability to make timely, often high-impact decisions to support operational delivery, address challenges, and lead significant change programmes. You will also take responsibility for driving performance, ensuring service resilience, and delivering strategic projects that improve outcomes for patients and communities.

 

Main duties of the job

We are looking for a candidate who can demonstrate:

  • Significant senior-level operational and leadership experience 
    A strong track record in delivering safe, effective, and financially sustainable services across adult, children, and specialist care;
  • Expertise in working within regulatory frameworks, including CQC standards, safeguarding, and clinical governance.
  • The ability to foster a high-performing leadership culture and develop senior teams;
  • Proven success in building effective partnerships with system stakeholders to deliver integrated care and improve population health outcome
  • Experience in implementing performance management processes and systems and holding teams to account for the delivery of key performance indicator

Qualifications

Essential criteria
  • Ability to manage complex operational situations that involve staff from all levels with a range of professional boundaries internally & externally
  • Detailed knowledge of current professional issues in the community for across adults & children services as well as specialist services.
  • Recent demonstratable track record of achievement in a senior leadership position within operations in a community healthcare setting
  • Recognise & understand the important of  diversity and inclusion in delivering our role in the health & care system with demonstrable evidence.
  • Significant experience & demonstrable evidence at a senior level in delivering successful operational service delivery & standards for a community health services, meeting & regular review of CQC standards & workforce issues
Desirable criteria
  • Master qualification, working towards, and/or equivalent experience requirements for senior management, e.g. Financial & Business, Operational Delivery, Risk/Safety/Governance, People Management.
  • Evidence of continuing professional development relevant to post

Experience

Essential criteria
  • Significant experience within the Healthcare sector at VSM or equivalent level including responsibility for strategic planning and budgetary control for group of complex operational/clinical specialties'.
  • Experience of managing complex clinical and operational situations that involve staff from all levels within an organisation and across a range of professional and organisational boundaries as well as between organisations.
  • Detailed knowledge of current professional issues, both in education and practice. Proven track record of achieving challenging healthcare targets.
  • Demonstrates an understanding of key areas of Health Policy and their impact on provision of care. Experience of working at system level, or with partner organisations.
