Job overview

This is a rare and exciting opportunity to support a high profile programme of work at UKHSA Porton Down, a principal site in the agency’s portfolio of scientific facilities, within Estates, Engineering and Facilities.

Reporting directly to the Head of the Main Plenum Replacement Programme (MPR) the Health and Safety Manager is responsible for implementing and embedding UKHSA policy, and enforcing H&S legislation  for the MPR programme. This role will support the programme team, working collaboratively with the wider Estates, Engineering and Facilities team, and scientific stakeholders at the Porton Site, to maintain and develop the safety culture at the site.  

The key job objectives are:

  • Ensure the MPR Programme adheres to Engineering and UKHSA Corporate Policy and maintains compliance with CDM, Asbestos and H&S regulations
  • Contain and control risk by enforcing health and safety procedures, maintaining compliance, and ensuring measures are in place to mitigate residual risk.
  • Maintain statutory compliance and satisfy health and safety requirements of regulatory bodies.
  • Communicate proactively and professionally with stakeholders at all levels.
  • Ensure the department is audit ready for both internal and external audits.

Main duties of the job

  • Maintain close liaison with programme team, corporate, scientific and technical staff to ensure high standards of health and safety.  
  • Manage a health and safety audit programme and oversee rectification of non-conformances and safety incident actions for the programme. 
  • Review, monitor and audit sub-contractors’ health and safety policies, processes and procedures for conformance with UKHSA and Engineering Policy.
  • Audit enforcement of safe system of work and ensure all staff comply with the system processes and procedures.
  • Ensure all staff have appropriate PPE to carry out their responsibilities safely. 
  • Maintain programme risk register and escalate all programme related risks to the Head of programme
  • Support training requirements for the programme team.
  • Support and advise the Head of programme and wider programme team as necessary on health and safety matters relating to the programme.
  • Review accident and incident statistics, identify trends and recommend preventive and corrective action. 
  • Support in the compilation of management reports for the MPR programme and contribute in relation to performance statistics pertaining to health and safety management.
  •  Line management responsibilities for the MPR Health, Safety and Quality advisor.

Detailed job description and main responsibilities

Essential Criteria

  • National Examination Board in Occupational Safety and Health (NEBOSH) Certificate
    or a Degree in Occupational Safety and Health or equivalent
  • Extensive safety management and leadership including experience in construction, design and management regulations and risk management
  • Organisational skills and ability to scan the horizon, anticipating future challenges and mitigating actions.
  • Experience in assessing new and existing systems and processes to innovate and initiate change 
  • Able to motivate others, encourage teamwork, delegate, and get the best out of people
  • Advanced communication skills on complex matters and difficult situations, requiring persuasion and influence with excellent writing and presentation skills 
  • Proven ability to communicate clearly and concisely across all formats and at all levels, considering the best method for the audience. Strong interpersonal skills with the ability to quickly develop effective relationships with a wide range of stakeholders.
  • Analytical and problem solving skills and ability to respond to sudden unexpected demands and situations in a calm and efficient manner
  • Proficient in the use of Microsoft software packages 

Desirable criteria:

  • Demonstrable experience in the public sector and good understanding of health and safety compliance and regulatory requirements.
  • Understanding of maintenance and engineering installations, their operation and maintenance, and associated health and safety requirements.
  • Meticulous attention to detail.
  • Interpersonal skills and a service provision mind set; comfortable with auditors, third party operators and external verifiers and regulators

Location 

This role is being offered as office/lab based at our Scientific Campus in Porton.

Based at our scientific campus, you will be required to have a Counter Terrorism Check security vetting check as a minimum. For meaningful National Security Vetting checks to be carried out individuals need to have lived in the UK for a sufficient period of time. You should normally have been resident in the United Kingdom for the last 3 years as the role requires Counter Terrorism Check (CTC) clearance. Salary Information
If you are successful at interview, and are moving from another government department, NHS, or Local Authority, the relevant starting salary principles for level transfers or promotions will apply. Otherwise, roles are offered at the pay scale minimum for the grade, but in exceptional circumstances there may be flexibility if you are able to demonstrate you are already in receipt of an existing, higher salary. Pay increases are through the relevant annual pay award for the role and terms.
