Job overview

We are looking for an experienced and dynamic operational manager to support Inpatient and HMP Services within the ASR Division. Working closely with the inpatient and HMP clinical teams the role will be site based focusing heavily upon operational delivery, ensuring all operational challenges are supported and performance metrics are achieved including the delivery of CIP targets and temporary staffing reduction plans, leading on recruitment of HCAs and holding responsibility for the HCA Induction programme. You will work closely with key stakeholders such as local acute partners, mental health partners, local authorities and the ICB to ensure service needs are met and contractual commitments are achieved, identifying challenges for escalation.  The post holder will be predominantly based between Moseley Hall Hospital and HMP Birmingham, however will be required to work city wide supporting all BCHC inpatient bed bases.  Reporting to the Deputy Divisional Director you will also hold designated responsibility for service performance metrics, financial management and have line management responsibility for the inpatient and HMP administrative teams.  If you are interested in this exciting and very fast paced opportunity we would welcome an application from you.  Please note this role is required to take part in the inpatients on-call rota.

Main duties of the job

·       To provide operational leadership for the Service with the Service Clinical Manager / Matron, to ensure the effective provision of high quality, safe clinical services for patients against agreed outcome measures, SLAs, activity and financial targets.

·       To lead on the demand and capacity profiling across the services within the Service, ensuring workforce plans reflect the demand profile and appropriate delivery of the required activity.

·       To ensure that the Service manages its expenditure within the agreed delegated budget and contribute towards the financial management of the Division ensuring any opportunities for increased efficiency are realised in liaison with the Service Clinical Manager/Lead Matron.

·             Manage Service financial budgets across all staff within the Service and that appropriate CIP are developed and delivered to ensure savings are achieved annually contributing to Divisional targets.

·             To ensure all staff have access to appropriate Digital systems to support patient care in line with the national and local programme for digital maturity.

·             Identify, develop, implement and review effective systems for the comprehensive performance management and improvement services and to lead the identification, monitoring and reporting of KPI's for these services.

·             Establish information flows, analysis, and reporting that supports a culture of evidence based management decisions.

  • Significant experience of managing budgets within financial constraints/targets. Significant experience of and exposure to performance setting and monitoring
  • Significant experience of line managing staff/teams
  • Significant relevant experience working at senior management level
  • Experience in preparing reports to be presented to senior level stakeholders and committees
  • Significant experience of utilising PC tools to manipulate, analyse and present information to be distributed to senior level colleagues

Skills/ Knowledge
