Job overview

The Trust is undertaking a significant programme of work following concerns raised about the practice of a Trauma and Orthopaedic surgeon who specialises in children.  

The primary aim of the programme is to identify and address instances of harm to patients, and to ensure open, sensitive and timely communication with affected patients and their families  

Two post holders are sought to support the Clinical Review Taskforce and the Supporting Patients and Families Taskforce.  

The successful candidates will lead the internal team that provides essential support to both taskforces as they conduct independent reviews of patients within the scope of the review. 

The Senior Programme Manager is a vital senior leadership role in a crucial area of focus for the overall programme. As an expert facilitator and leader, the post holder will: 

  • Have a keen eye for detail, managing the patient tracking lists for the different patient cohorts in scope of the review 

  • Track results of external clinical reviews and support the collation of key themes 

  • Develop reports to capture and monitor progress 

  • Liaise with internal and external key stakeholders to manage workloads and problem solve 

  • Develop standard operating processes and pathways to ensure a consistent approach for all patients. 

 

Main duties of the job

The postholder will: 

  • Ensure that data is used effectively to track progress and identify thematic findings 

  • Have a deep understanding of relevant legislation and best practice guidance to inform the approach of the Programme teams 

  • Work with internal and external colleagues to support specific needs in the programme 

  • Develop and foster a detailed understanding of programme objectives requiring most input or change, working with operational and clinical colleagues to identify and deliver opportunities for improvement 

  • Actively maintain an overview of the wider programme, managing interdependencies and their impact on other areas of focus 

  • Actively work alongside colleagues to identify, manage and mitigate operational and clinical risks  

  • Provide programme management and change management leadership as required 

  • Be responsible for ensuring key deliverables are identified and on track, and delivered to agreed milestones, providing early escalation to senior staff, the Programme Board, Oversight Board, and Management Executive as appropriate 

  • Report progress to the Internal Programme Director and other internal and external colleagues as required 

  • Provide line management to designated team members. 

The post holders will collaborate closely with both internal and external colleagues and leverage their exceptional facilitation skills to identify and resolve risks and issues, effectively driving progress.

Qualifications

Essential criteria
  • Educated to Masters level or demonstrable equivalent level of experience.
  • Programme management qualification or sufficient experience that demonstrates equivalent level of knowledge
  • Evidence of continuous professional development.
Desirable criteria
  • Managing Successful Programmes/ Prince2 Practitioner (or equivalent experience)
  • Training in quantitative / data analysis component or demonstrable experience of conducting quantitative data analysis.

Knowledge/Experience

Essential criteria
  • Significant experience of senior operational leadership preferably in an acute hospital setting
  • Experience of delivering major programmes
  • Experience of managing multiple complex programmes and projects at a senior management level using recognised methodology and tracking and monitoring their implementation.
  • Specialist knowledge of performance improvement techniques acquired through training and experience over extended period.
  • Experience of using data to drive decision making and prioritisation
  • Experience of the identification and management of risks, issues and dependencies.
  • Experience of developing performance indicators to monitor delivery.
  • Extensive experience of change management with proven negotiating and influencing skills both internally and externally and at all levels.
  • Extensive experience of managing people to deliver change, including in the absence of formal line management.
