Please be advised that there is a temporary top up for Bands 1,2 and 3 to reflect the incorporation of the top up to the  living wage of £12 per hour - £23,465 per annum. This temporary top up will be in place until  the annual pay uplift for 2024/25 is confirmed


 

Job overview

We are looking for an exceptional Head of Primary Care to join our Primary Care Team, to lead the delivery of patient- centred, safe, effective and sustainable Primary Healthcare Services across Cardiff and the Vale of Glamorgan.

The post holder is a critical part of the PCIC senior management team and is responsible for leading the planning and developing functions of General Medical Services (GMS) collaborating with other members of Primary Care and liaising with other parts of the Health Board as required.  The post holder is responsible for the development of long term operational and strategic plans for general medical services in line with Health Board strategy, working closely with Finance and Planning Departments to ensure the alignment of service and financial plans.

Main duties of the job

You will provide leadership to the GMS contracting team, leading a programme that develops high quality practice, contract, and performance management.  The post holder is responsible for leading on the management of all GMS contracts with GP Practices.

You will ensure that the GMS function is proactive and influential in its contribution to the Health Board's strategic and operational plan. maintaining up to date knowledge of national plans and communication with colleagues across the Health Board.

You will ensure that performance issues relating to general medical contractors are identified and managed appropriately using national and local guidance .

The role requires that you operate independently to interpret local and national policies in order to advise the Health Board on how these should be interpreted and implemented in order to achieve corporate objectives.

This post is fixed term / secondment for 12 months due to secondment cover.

  • Demonstrable experience over a period of time in the management of General Medical Services
  • Experience in commissioning General Medical Services including the management of primary care contracts
  • Clear experience of leading highly complex change and improvement programmes with a range of staff, staff organisations and independent contractors
  • Experience of working effectively as part of a multi professional team to improve services
  • Experience of working across organisational boundaries to deliver improvements
  • Good track record in effective financial planning, management and delivery of targets
  • Must possess a good appreciation of planning, developing and implementing strategies
  • Must possess experience of managing staff and working with staff/Trade Unions
  • Must possess significant experience of financial management and knowledge of how to deliver a budget to target.
  • Must possess an understanding of the role and its purpose within the organisation

Qualifications and Knowledge

  • A higher degree at Masters level or equivalent experience at senior manager level.

  • Must have knowledge of the NHS, WG and Health Board strategies, policies and plans, including HR policies
