Job overview

We are seeking an exceptional finance leader to join NWSSP as Head of Finance Business Partnering. This is a strategic leadership role at the heart of our mission to deliver outstanding service delivery and operational excellence.

You will lead a team of finance professionals, partnering with service leaders to drive financial performance, enable transformation, and ensure resources are aligned to priorities within our Integrated Medium Term Plan (IMTP).

Main duties of the job

•             Lead and develop the Finance Business Partnering function across NWSSP

•             Provide strategic financial insight to support service delivery and transformation programmes

•             Collaborate with divisional directors and service leads to influence decision-making

•             Oversee budgeting, forecasting, and financial planning processes

•             Ensure robust financial governance and compliance with NHS policies

•             Champion value for money and continuous improvement across services

  •  

    Responsible for providing professional financial leadership and managing the full provision of professional financial advice, support and information for the activities of Division/s (or other designated budget areas) to enable it to effectively and proactively set and manage their budgets and finances to ensure the achievement of financial targets and plans.
  • Responsible for providing the lead financial advice and support into the financial and business planning processes for Divisions. This includes providing the financial leadership in the development of strategic Business cases and the development of complex service and financial models.

  •  Contribute to financial management agenda and strategy across the Organisation and policy formation within the Finance Profession. Ensure that NWSSP Divisions financial activities and systems are in line with corporate policies and procedures and meet the highest standards of stewardship and probity and comply with corporate governance requirements.

  • Responsible for the management of the Finance Business Partnering Team and to deputise for the Deputy Director of Finance & Corporate Services

Qualifications & Knowledge

Essential criteria
  • CCAB Professionally qualified accountant with considerable post qualification experience.
  • Evidence of Continuing Professional Development
  • Specialist in depth knowledge and understanding of : • NHS Finance regime • NHS Financial Management and Business Planning • NHS Capital Investment procedures • NHS Current Developments & Strategies • Relevant WG and DHSC guidance
Desirable criteria
  • Appropriate Management qualification

Experience

Essential criteria
  • Extensive NHS finance experience with numerous years experience at senior management level within the NHS or equivalent
  • In depth knowledge of financial and accounting procedures, financial aspects of NHS legislation and NHS finance policies
  • Advanced specialised knowledge and experience of NHS financial management and business and strategic planning.
  • A proven track record of dealing with highly complicated situations and the delivery of challenging corporate objectives.
  • Significant managerial experience of managing people and staff.
  • Experience of working within a highly complex and politically sensitive organisation
  • Evidence of successfully influencing senior clinicians and other professionals and working with a multi-disciplinary team.

  • Experience of undertaking complex business cases

Skills and Attributes

Essential criteria
  • Ability to communicate effectively with a wide range of professional staff and managers at all levels, both internal and external to the organization
  • Highly developed analytical, interpretational and comparative skills capable of dealing with highly complex and sensitive information to support rational decision making.
  • Demonstrable ability to work on multiple complex tasks simultaneously and produce high quality work within tight deadlines and within resource constraints
  • IT literate with practical computer application skills covering Microsoft products including advanced level of Excel spreadsheets.
  • Ability to work autonomously and equally effectively as part of a multi disciplinary team
  • Ability to think innovatively and develop new ways of working, continuously striving to improve systems and performance
  • Ability to influence key stakeholders and possess strategic vision
Desirable criteria
  • Use of Oracle or other general ledger systems
  • Welsh Language Skills levels 1 to 5 in understanding, speaking, reading, and writing in Welsh
