Senior Business Analyst - INTERNAL TO NHS WALES

Digital Health and Care Wales is an ambitious organisation created by Welsh Government to lead on the digital transformation of health and care. It builds on the digital architecture and national services put in place by the NHS Wales Informatics Service over the past decade.

The organisation will lead on large-scale developments that make a significant difference to the people of Wales as well as to health and care professionals, such as expansion of the digital patient record and the creation of a National Data Resource. We are looking for an experienced Senior Business Analyst to join the Connecting Care Programme within the Primary, Community and Mental Health Directorate at Digital Health and Care Wales (DHCW).  

This is an exciting opportunity to contribute to the discovery phase of the Integrated Care Record, a key initiative to explore and document the best way to codesign and create a shared digital care record in Wales that improves care by making patient/citizen information available both across and within health and social care. 

You will work closely with users, clinical and technical teams to understand user needs, define user requirements, and ensure that digital solutions are safe, effective and user centred. This is a unique opportunity to influence how information flows across health and social care settings, enabling better outcomes for patients and more efficient workflows for clinicians and staff.

Main duties of the job

What you will do: 

  • Model and evaluate business processes, systems, and data to identify risks, gaps, and improvement opportunities.  
  • Facilitate workshops, interviews, and research to gather and analyse requirements from diverse stakeholders.  
  • Document and communicate findings, recommendations, and business cases to support decision-making.  
  • Support the design, testing, and implementation of new processes, systems, and digital solutions.  
  • Apply a range of business analysis tools and techniques, adapting approaches to suit project needs.  
  • Lead the analysis, prioritisation, and implementation of process and business changes to improve operations and services.  
  • Provide expert advice on requirements management, user experience, and solution feasibility.

What you will be accountable for: 

  • Lead the analysis of complex business problems and opportunities within the Integrated Care Record discovery phase.  
  • Own stakeholder relationships, ensuring effective communication and engagement across clinical, technical, and operational groups.  
  • Define, manage, and trace requirements throughout the project lifecycle, ensuring alignment with business goals and user needs.  
  • Recommend and implement strategic and tactical solutions to support business transformation and digital innovation.  
  • Mentor and coach business analysts, promoting best practice and continuous improvement within the analysis community.  
  • Ensure business analysis activities are evidence-based, user-centred, and deliver measurable benefits. 

Person specification

Qualifications and Knowledge

Essential criteria
  • Educated to Masters level (or equivalent qualification / experience)
  • BSC International Diploma in Business Analysis professional qualification
  • Evidence of continuous professional development
  • Practitioner of Agile working with multi-disciplinary teams
  • In-depth knowledge of business modelling techniques and experience in obtaining input from and communicating modelling results to senior managers for agreement
Desirable criteria
  • Working knowledge of the NHS or the Health sector
  • Understanding and knowledge of health service terminology and information requirements
  • Awareness of DHCW and how it supports the NHS

Experience

Essential criteria
  • Experience of applying a variety of analytical techniques to highly complex information and quantifying result integrity based upon assessment of sources and techniques applied
  • Experience of engaging stakeholders in their working environment for example in a hospital
  • Experience of consulting activities and techniques including facilitating stakeholder groups
  • Experience of process analysis, assessment and change including financial, cultural, technological, organisational and environmental factors. Further experience of establishing customer requirements and identifying how these map to process requirements
  • Expertise with the application of Business Analysis techniques, methods and tools; experience of the implementation of Business Analysis techniques, methods and tools as well as the enhancement of their application
  • Experience of business process testing including the management of test scenarios and reporting of testing outcomes
  • Substantial experience of working on digital products and services with multi-disciplinary teams
  • Demonstrable excellent written and verbal communication skills, able to manage stakeholders, communicate complex information, and negotiate successful outcomes with senior personnel
  • Highly experienced in influencing and negotiation skills including critical questioning and innovative thinking
Desirable criteria
  • Experience of reviewing compliance with legislation and organisational/government policy
  • Experience of benefits management and realisation
  • Demonstrable evidence of being able to produce detailed designs and document using required standards, methods and tools, including prototyping tools where appropriate
  • Experience of selecting tools and methods to establish, clarify and communicate the user experience, users’ characteristics and tasks and in identifying the technical, organisational and physical environment in which complex products or systems will operate
  • Experience of planning and performing all types of evaluation and of interpreting and presenting the results of evaluations
  • Experience of evaluating the quality of project outputs against agreed acceptance criteria
  • Experience of assessing, analysing, developing, documenting and implementing changes based on requests for change
