Digital Health and Care Wales is an ambitious organisation created by Welsh Government to lead on the digital transformation of health and care. It builds on the digital architecture and national services put in place by the NHS Wales Informatics Service over the past decade.

The organisation will lead on large-scale developments that make a significant difference to the people of Wales as well as to health and care professionals, such as expansion of the digital patient record and the creation of a National Data Resource. Job overview

An exciting opportunity has arisen in our organisational performance team to support the development, implementation and continuous improvement of a robust corporate performance management framework for the Strategic Health Authority (SHA), which is consistent with the SHA’s Strategic Direction and Operational Plan and actively promote a culture of excellence.  

The ability to speak Welsh is desirable for this post; English and/or Welsh speakers are equally welcome to apply.

Main duties of the job

  • Provide performance advice and support across the organisation. 

  • Analyse complex data sets to identify trends and improvement opportunities. 

  • Present data using visual tools (i.e. PowerBI) and persuasive communication techniques. 

  • Deliver formal and informal training to staff on performance management. 

  • Plan and prioritise work to meet deadlines, using electronic diaries and regular updates. 

  • Undertake research and audits to understand performance variation.

Detailed job description and main responsibilities

  • Support the development and implementation of a corporate performance management framework aligned with strategic goals. 

  • Lead and manage a team of analysts, ensuring delivery of performance outputs and staff development. 

  • Represent the Organisational Performance function at internal and external meetings. 

  • Drive the creation of performance reports and ensure accuracy of external returns. 

  • Promote performance improvement through data analysis, benchmarking, and service reviews. 

  • Communicate performance insights effectively to diverse audiences and deliver training. 

  • Maintain awareness of national targets and support multi-agency performance frameworks.

Qualifications and Knowledge

Essential criteria
  • Educated to degree level or equivalent experience and additional specialist knowledge acquired at Masters Level or equivalent Performance Management experience
Desirable criteria
  • Registered with a relevant informatics professional body

Experience

Essential criteria
  • Significant experience in an information/performance management role
  • Experience of performance management frameworks and processes in a large complex organisation
  • Experience of influencing people who were not directly line managed to take action.
  • Previous NHS experience
  • Experience of developing performance management systems
Desirable criteria
  • Experience of managing a team and supervising staff

Skills and Attributes

Essential criteria
  • Advanced IT and analytical skills with high level of experience of using Microsoft 365 and Power BI; creating, formatting and manipulating databases and spreadsheets.
  • Highly developed analytical skills to analyse a range of complex performance issues and results which require interpretation and comparison.
  • Excellent communication skills including the ability to present performance information both verbally and in writing.
Desirable criteria
  • Ability to influence and negotiate with managers and clinicians in respect of poor performance in a constructive way - to act as a critical friend.
  • Able to work independently with minimal direction and supervision, within a set framework / boundary.
  • Able to face varying demands — frequently requiring intense concentration and effort to deliver multiple objectives / conflicting priorities.
  • Welsh language skills are desirable at levels 1 or above in understanding, speaking, reading and writing in Welsh.
