We are looking for a highly motivated individual who has advanced technical skill and experience of working at a senior level to shape strategic workforce information services.

This post offers an ideal opportunity to use workforce data to support improvement and decision making within a busy healthcare setting, to make a difference for staff and ultimately patient care. The health board has an ambitious efficiency agenda and the use of converting data into information to assist in strategic decision making is key to understanding opportunities for workforce transformation.

Main duties of the job

The post holder will support the delivery of a strategic plan for the full implementation and ongoing transformation in readiness to adopt the future workforce solution, including full system integration to allow benefits realisation improving efficiency and effectiveness of processes and organisational performance, as well as the delivery of a comprehensive workforce and information analysis function, to deliver mandatory, ad hoc and innovative solutions to NHS workforce analysis needs, employing a broad range of data extraction and manipulation techniques.

The successful candidate will have a proven track record and extensive experience in using workforce systems with the ability to work flexibly under pressure to achieve the objectives of the post.

Strong communication, IT, Numeracy, management and interpersonal skills are essential, as you will be working closely with various stakeholders. The post holder will need the ability to build strong collaborative working relationships with other departments in order to develop and support a strategic approach to the production and use of workforce information at operational and board level.

The ability to speak Welsh is desirable for this post; English and/or Welsh speakers are equally welcome to apply.

Working for our organisation

Hywel Dda University Health Board plans and provides NHS healthcare services for people living in Carmarthenshire, Ceredigion, Pembrokeshire, and bordering counties.

We have over 13,000 staff and together we provide primary, community, in-hospital, mental health and learning disabilities services.

We work in partnership with the three local authorities, as well as public, private and third sector colleagues, including our valued team of volunteers.

Our services are provided in:

  • Four main hospitals: Bronglais Hospital in Aberystwyth; Glangwili Hospital in Carmarthen; Prince Philip Hospital in Llanelli; and Withybush Hospital in Haverfordwest
  • Five community hospitals: Amman Valley and Llandovery hospitals in Carmarthenshire; Tregaron Hospital in Ceredigion; and Tenby and South Pembrokeshire hospitals in Pembrokeshire
  • Two integrated care centres: Aberaeron and Cardigan in Ceredigion, and several other community settings
  • 47 general practices (six of which are health board managed practices); dental practices (including four orthodontic); 97 community pharmacies; 43 general ophthalmic practices; and 8 ophthalmic domiciliary providers
  • Numerous mental health and learning disabilities services

Qualifications and Knowledge

Essential criteria
  • Educated to Masters degree level or able to demonstrate knowledge, skill and experience equal to this level
  • Knowledge of HR and Payroll function and awareness of Finance Department procedures
  • Knowledge of Organisational Hierarchy, structures, financial codes and pay scales
  • Good knowledge of legislation relating to data protection and the storage and release of confidential information
  • Evidence of continued professional development
Desirable criteria
  • Relevant postgraduate professional qualification or equivalent experience
  • CIPD
  • Management or related qualification

Experience

Essential criteria
  • Demonstrate an understanding of the information needs of the Health Board and how to produce suitable information to meet these requirements.
  • Experience of working under pressures to deadlines in a customer focused environment
  • Ability to effectively utilise a variety of software packages to optimise digital effectiveness
  • Demonstrable experience engaging with senior and/or key stakeholders for review of, or completion of key analysis
  • Recent experience managing large datasets, conflicting and changing priorities in a fast paced environment
  • Comprehensive experience of analysis and reporting methodologies
  • Experience of dealing with system migration and maintenance
  • In depth understanding of analytical techniques, software and tools for complex data manipulation, modelling, scorecard/dashboard development
  • Experience of staff supervision and management
Desirable criteria
  • Significant NHS experience including the use of workforce systems
  • Experience of using and reporting from ESR and/or other Workforce Information System
  • Experience of development and management of HR policy and practice
  • Experience utilising Power BI to develop, present and share intelligence

  • Ability to travel between sites, and wider Wales/UK where necessary in a timely manner
