Job overview

An exciting opportunity has become available for a Head of Data Development to join the Information Development Team within the Information Services function of the Digital Directorate.

The team are responsible for the development and maintenance of the Health Board’s Data Warehouse and its self-service reporting portal, ensuring timely access to required business intelligence. This is a key role to help deliver the Health Board’s ambition to be a data driven organisation. The post holder will lead on data development and act as the lead technical information specialist for the Health Board.

There will be a range of opportunities to improve your skills within the Health Board while engaging with a range of roles within Hywel Dda University Health Board as well as Digital Health and Care Wales.

The role will be varied and will involve communicating with the internal & external stakeholders & suppliers, responding and acting in a professional manner at all times.

We are looking for an individual who can rise to the challenge of working in a busy friendly environment. The successful candidate will:

Although the job base is advertised as Glangwili General Hospital, the base is open to discussion/agreement at the interview. Hybrid working is possible.

Main duties of the job

The post holder will be responsible for the operational management of the Health Board’s data warehouse, data acquisition solutions and information Business Intelligence solutions.

The successful candidate will be responsible for critical resources, coordinating systems, processes and technical staff activity to ensure data integrity and continuous and reliable systems availability throughout the Health Board. 

The post holder will lead on implementation of a range of Health Board data warehousing and acquisition service policy, service development and 
corporate initiatives which may impact across the organisation as agreed with the Head of Information Services.

Hywel Dda University Health Board is the planner and provider of NHS healthcare services for people in Carmarthenshire, Ceredigion, Pembrokeshire and its bordering counties. Our 12,000 members of staff provide primary, community, in-hospital, mental health and learning disabilities services for around 384,000 people across a quarter of the landmass of Wales. We do this in partnership with our three local authorities and public, private and third sector colleagues, including our volunteers, through:

Four main hospitals: Bronglais General in Aberystwyth, Glangwili General in Carmarthen, Prince Philip in Llanelli and Withybush General in Haverfordwest;

Seven community hospitals: Amman Valley and Llandovery in Carmarthenshire; Tregaron, Aberaeron and Cardigan in Ceredigion; and Tenby and South Pembrokeshire Hospital Health and Social Care Resource Centre in Pembrokeshire;

48 general practices (six of which are managed practices), 47 dental practices (including three orthodontic), 99 community pharmacies, 44 general ophthalmic practices (43 providing Eye Health Examination Wales and 34 low vision services) and 17 domiciliary only providers and 11 health centres;

Numerous locations providing mental health and learning disabilities services;

Highly specialised and tertiary services commissioned by the Welsh Health Specialised Services Committee, a joint committee representing seven health boards across Wales.

The post holder will support the development of a strategic direction for the Health Board’s data warehouse, data acquisition and business intelligence 
solutions to support the Information Services portfolio and to align with the emerging National Data Resource.

Person specification

Qualifications & Knowledge

Essential criteria
  • Masters level qualification or equivalent level of work experience.
  • Advance qualification or equivalent experience in data warehouse management or acquisition.
  • Evidence of continuous professional development.
  • Development and maintenance of data warehouse solutions
  • Advanced SQL query writing ability and Integration Services package creation.
  • Extensive experience and knowledge in data warehouse development cycle including change control, documentation, upgrades and archiving.
Desirable criteria
  • ITIL qualified or demonstrable equivalent experience
  • In-depth knowledge of NHS data sets.
  • Big data analytic technologies, including evaluating developing technologies and solutions, designing and developing distributed processing of large data sets, data mining, scalable machine learning.

Experience

Essential criteria
  • Experience of managing change within a complex environment.
  • Proven experience in a data engineering or similar role in a formal development environment.
  • Experience of developing APIs/software.
  • Significant experience of managing performance monitoring and reporting processes across multiple teams.
  • Demonstrable success in building, leading, motivating and developing teams.
  • Ability to influence at all levels
