Guided by Director of Social Services and Housing, County Director and the West Wales Care Partnership, we are seeking an exceptional individual who is passionate, innovative, has excellent relationship building and networking skills, to lead on a wide-ranging portfolio to drive integrated transformation across our services. 

The successful candidate will be key in leading in how we can transform the health and care system through integrated partnership working. 

You will get the opportunity to work with senior system leaders at a County and Regional level, providing leadership, insight, analysis and service improvement expertise to scope and design future developments for Pembrokeshire. 

Main duties of the job

The post holder will support the County Director and Director of Social Services in managing and driving change for the whole system and in the design and delivery of fully integrated and aligned services as part of the wider health, social care and third sector provision.

The post holder will specifically lead on strategic delivery governance for the Pembrokeshire Transformation Programme, undertaking some direct project / programme management (including chairing project groups and development of proposals and business cases).

The post holder will be required to provide constructive challenge to the system, maintaining independence and impartiality to the Health Board/Local Authority/Third Sector and taking a ‘best for the overall system’ view. 

Working for our organisation

Hywel Dda University Health Board is the planner and provider of NHS healthcare services for people in Carmarthenshire, Ceredigion, Pembrokeshire and its bordering counties. Our 12,000 members of staff provide primary, community, in-hospital, mental health and learning disabilities services for around 384,000 people across a quarter of the landmass of Wales. We do this in partnership with our three local authorities and public, private and third sector colleagues, including our volunteers, through:

Four main hospitals: Bronglais General in Aberystwyth, Glangwili General in Carmarthen, Prince Philip in Llanelli and Withybush General in Haverfordwest;

Seven community hospitals: Amman Valley and Llandovery in Carmarthenshire; Tregaron, Aberaeron and Cardigan in Ceredigion; and Tenby and South Pembrokeshire Hospital Health and Social Care Resource Centre in Pembrokeshire;

48 general practices (six of which are managed practices), 47 dental practices (including three orthodontic), 99 community pharmacies, 44 general ophthalmic practices (43 providing Eye Health Examination Wales and 34 low vision services) and 17 domiciliary only providers and 11 health centres;

Numerous locations providing mental health and learning disabilities services;

Highly specialised and tertiary services commissioned by the Welsh Health Specialised Services Committee, a joint committee representing seven health boards across Wales.

Qualifications and Knowledge

Essential criteria
  • First degree or equivalent level of experience.
  • Masters or equivalent level of experience.
  • Experience at senior level
  • Knowledge of WG, PCC and UHB principles and standards of governance
  • Knowledge of NHS, WG, RPB, PCC and UHB strategies, policies and plans including HR policies
  • Demonstrates knowledge of the strategic issues facing Health and Social Care in Wales
  • Knowledge of strategic healthcare agenda relating to service delivery.
  • Post graduate management qualification or equivalent experience.
Desirable criteria
  • Coaching or mentoring qualification

Experience

Essential criteria
  • Experience of planning and implementing long term strategy
  • Experience of performance management and service improvement projects.
  • Experience of working at a senior level in a large, complex organisation.
  • Track record of introducing service improvement and managing organisational change.
  • Experience of managing staff and working with staff Trade Unions/staff representatives.
  • Experience of financial management. Involvement in management of change projects

  • Ability to travel within the service and across Wales to attend meetings in a timely manner.
