The Digital Clinical Safety Strategy for Cornwall is to provide digital clinical safety as a service including functions and processes that support the safe development, introduction, deployment, and decommissioning of clinical digital systems across Cornwall and Isles of Scilly Integrated Care System (ICS). 

The post holder is a key player in supporting the delivery of this strategy, they will be accountable to the CNIO & Head of Patient Safety and take lead responsibility for the implementation of the digital clinical safety operating model, policy, and processes for assurance of compliance with digital clinical safety regulations. Helping to ensure services become, and remain, fit for purpose for the escalating demands of digital transformation projects and programmes across the organisations.

Working within a clear framework the post holder will be responsible for implementing the clinical risk management processes and procedures in accordance with the relevant NHS guidelines. 

The postholder will lead the digital clinical safety effectiveness team. They will line manage the digital clinical safety manager and indirectly the digital clinical safety team staff, including providing formal and informal training and coaching to develop and maintain expertise and apply clinical safety activities in practice. 

As a qualified and experienced healthcare professional the postholder will maintain current registration with an appropriate professional body relevant to their training and experience.

Qualifications

  • Educated to Degree level.
  • Current registration with an appropriate professional body (e.g. Medical, Nursing, Allied Health Professional or Social Care)
  • Knowledge and expertise in healthcare, with a good understanding and knowledge of the complexity of digital clinical systems, clinical practice, clinical safety, and NHS digital regulations.
  • Attended clinical safety training for Health IT or hold Master Modules in Patient Safety (or complete training within a short time of joining)
  • Suitably trained and qualified in risk management or have an understanding in principles of risk and safety as applied to Health IT Systems.

  • Management/ Supervisory qualification

Experience

  • Extensive experience as a Clinical Safety Officer.
  • Knowledgeable in risk management and its application to clinical domains.
  • Experience in process and policy development and operating model implementation.
  • Experience of utilising project and programme management techniques.
  • Experience in managing highly complex stakeholder relationships.
  • Experience in writing and delivering high quality reports, documentation, and presentations to people at all levels, including senior leadership groups and boards.

  • Experience in the design, development, or deployment of digital systems with clinical functionality
  • Experience as a CSO on one or more EPR deployments

Skills

  • Able to draw together complex information i.e., involving digital clinical systems, clinical practice, clinical safety, and NHS digital regulations and synthesise clinical safety deliverables as set out in the DCB0129 and DCB0160 standards
  • Ability to understand a broad range of complex / highly complex information quickly and use it to support decision making where opinions differ.
  • Excellent presentation, planning and communication skills.
  • Professional attitude and ability to build relationships and networks.
