Job overview
The postholder will lead the local implementation of the People Portal, the new Workforce Solution, across Chesterfield Royal Hospital NHS Foundation Trust, working in conjunction with the wider Derby & Derbyshire system.
The role combines professional project management with practical HR and workforce knowledge, digital implantation and organisational change experience.
The postholder will connect Workforce and OD, Digital, Payroll, Finance, operational services, the national programme and delivery partners to achieve safe, timely and sustainable implementation.
Please note this is a fixed term contract for 15 months.
Main duties of the job
• Lead the end-to-end local implementation and maintain the implementation strategy, roadmap, integrated plan, milestones and critical path.
• Establish proportionate governance, decision routes, reporting cycles and documentation standards.
• Coordinate interdependent workstreams and ensure owners understand deliverables, timescales, dependencies and acceptance criteria.
• Maintain and actively manage risks, issues, assumptions, dependencies, decisions and change control.
• Produce concise highlight reports, dashboards and exception reports for programme and executive governance.
• Escalate threats to scope, quality, cost or timescale promptly, with clear options and recommendations.

Detailed job description and main responsibilities
HR and workforce transformation
• Work with workforce subject-matter experts to understand current processes, identify gaps and coordinate future-state process design.
• Ensure HR, payroll, recruitment, learning, absence, employee and manager processes are represented in implementation planning.
• Coordinate assessment of policy, procedure, role and operating model impacts arising from the People Portal.
• Promote standardisation, simplification, appropriate controls and effective handover into business as usual.
• Ensure clinical and operational workforce needs are considered in design, readiness and deployment decisions.
Digital, technical and service readiness
• Act as the principal link between Workforce and OD and Digital teams for implementation planning and delivery.
• Coordinate technical readiness, environments, access, identity, interfaces, integrations, infrastructure and service support requirements.
• Ensure technical decisions, constraints and dependencies are recorded, owned and reflected in the integrated plan.
• Coordinate operational readiness, cutover, go-live support, incident escalation and transition to support arrangements.
• Ensure delivery aligns with Trust digital governance, cyber security, information governance and clinical safety requirements where applicable.
Leadership and continuous improvement
• Provide visible, inclusive and credible leadership across the programme, creating clarity and shared accountability.
• Line manages or matrix-manages project staff and workstream contributors where assigned.
• Build project capability through coaching, constructive challenge and consistent use of delivery standards.
• Identify lessons, share good practice and embed continuous improvement throughout implementation.
• Deputise for the programme lead or represent the programme at internal and external forums when required.
Person specification
Qualifications and Training
Essential criteria
- • Masters-level qualification or equivalent substantial experience in a relevant field.
- • Recognised project or programme management qualification such as PRINCE2 Practitioner, MSP, APM PMQ, AgilePM or equivalent.
- • Evidence of continuing professional development.
Desirable criteria
- • Change management qualification.
- • Digital, informatics, data or service improvement qualification.
Experience
Essential criteria
- • Significant experience of managing complex projects or programmes with multiple workstreams and dependencies
- • Experience of digital transformation or significant system implementation.
- • Practical experience within HR, workforce, payroll, recruitment, learning or people services.
- • Experience of project governance, risks, issues, resources, reporting and senior stakeholder engagement
- • Experience of business process redesign, user acceptance testing and operational readiness.
Desirable criteria
- • NHS-wide, Trust-wide or similarly complex implementation experience.
- • Experience of ESR or another enterprise HR and payroll platform.
- • Experience of national programmes, integration, migration or service transition.
Skills and Knowledge
Essential criteria
- • Excellent planning, organisation, analysis and problem-solving skills.
- • Understanding of HR and workforce processes, digital implementation, data quality, information governance and change management.
- • Ability to facilitate workshops and communicate complex information clearly to varied audiences.
- • Ability to influence senior stakeholders and resolve competing priorities constructively.
- • Advanced use of Microsoft 365 for planning, analysis, reporting and collaboration.
- • Ability to manage sensitive information with discretion and sound judgement
