We are Chesterfield Royal Hospital NHS Foundation Trust and our Head of PMO will be a pivotal role within the organisation, based within the Royal Academy of Improvement. You will be well-versed in the skills needed to lead and negotiate; you will have a proven improvement approach to sharpen our focus on effectiveness and efficiency – all with our patients at the centre of what we do.
Main duties of the job
The Head of PMO sits within the Royal Academy of Improvement and is focussed on facilitating the successful and smooth delivery of the Trust’s improvement programme. The post plays a senior crucial role in supporting the Trust’s delivery of system wide transformation and efficiency programmes. The role involves working closely with divisional and corporate team partners to ensure accuracy and timeliness of programme delivery and reporting which will require both a supportive, coaching approach and ability to provide challenge.

Detailed job description and main responsibilities
The post holder will be responsible for ensuring that all components of the improvement programme are robustly programme managed, comprehensively captured and reported into Trust and System governance forums. The post holder will ensure there is a clear definition of the roles and responsibilities and that issues are flagged and resolved quickly and efficiently.
The post holder will lead the management of PMO within CRHFT and collaboratively within the Integrated Care System to oversee completion of essential documentation, including the equality and quality impact assessment process and ensure agreed programme governance arrangements are adhered to. The post will play a crucial role in developing the maturity and visibility of the progress of programmes across the Trust and within the ICS transformation space.
As a leader within the Royal Academy of Improvement and the Trust as a whole, the post holder will be expected to champion improvement, engaging with, motivating and influencing colleagues to generate and implement ideas to further nurture our improvement culture. The post holder will be required to teach and coach colleagues using standardised improvement methodology, tools and techniques including Listening into Action (LiA) and Quality improvement methodologies. The post holder will collaborate with partners working in other PMOs in the wider Integrated Care System and will be responsible for supporting the Trust’s input into system wide programme management and improvement skills training as required.
The post holder will provide line management to a small PMO team and some of the programme leads and provide regular support to the network of Royal Academy Improvement Ambassadors, requiring a coaching approach. The post holder may be asked to deputise for the Associate Director of Transformation and the Executive Director of Finance, Improvement and Transformation, as required.

Essential criteria
- Relevant Masters degree OR equivalent level experience
- Project management qualification
- Leadership qualification
Desirable criteria
- Quality, Service Improvement and Redesign (QSIR) Associate Member
- Coaching qualification
- Qualification in managing successful programmes or similar
- Financial Qualification
Experience
Essential criteria
- A proven and significant track record of programme management experience
- Experience of leading improvement programmes and complex change whilst developing high standards of quality
- Experience in leading multidisciplinary/professional teams through change
- A proven track record in motivating and influencing others
- Experience in designing and delivering training in improvement tools and techniques
- Financial and operational management experience of large scale programmes/projects
- Working knowledge of the national NHS improvement agenda including the context and challenges facing the NHS
- Evidence of achieving results through working with others who are not under direct management control
- Significant evidence of chairing and leading successful meetings
- Experience of leading and line managing a team
Desirable criteria
- Experience in teaching the QSIR programme
- Experience of programme management within a healthcare setting and of working across a range of clinical and corporate services
- Experience of identifying and delivering against efficiency outcomes
