DSFS has an exciting opportunity for the role of Procurement Partner. 

The role supports the Head of Procurement and is part of the Senior Leadership Team.  Serving as a senior member, the Procurement Partner will co-ordinate & manage the buying team performance; providing leadership and supervision to enable the delivery of a "best in class" procurement service, along with developing a strong culture of teamwork and continuous improvement.

The role requires significant experience of working within the public sector, preferably within the NHS, with demonstrable and practical working knowledge of public sector procurement legislation and regulations. 

The role also requires excellent organisational skills and confidence to work across diverse specialties and clinical and non-clinical categories.

As well as engaging with and developing robust working relationships with key stakeholders, a key element of the role will be to network and collaborate with peers across Derbyshire and East Midlands, to benchmark costs and  leverage opportunities, ensuring optimum value for money and continual improvement.

Main duties of the job

Provide strategic and operational support to plan, coordinate and deliver across a number of medium-high value workplans. Maintain contract databases to produce high quality management data

Undertake competitive tender exercises, supporting Customers with the writing of Specifications and Business Cases, Drafting ITT documentation, undertaking evaluations, tender awards and facilitating effective contract management.

Develop and implement innovative ways to procure goods & services to deliver efficiencies and and cost savings, contributing to the departmental CIP target.

 Proactively undertake market engagement and market analysis to keep abreast of market shifts, trends, product development and innovation.

Qualifications and Training

Essential criteria
  • Chartered Institute of Purchasing and Supply (CIPs Level 4) or equivalent demonstrable experience.
Desirable criteria
  • Contract Management
  • NHS Terms & Conditions
  • Prince2 Foundation
  • ILM Level 4 or equivalent

Experience

Essential criteria
  • Significant experience of negotiating with suppliers and customers in a large organisation and track record of achieving significant cost reductions.
  • Demonstrable experience of undertaking competitive tenders/quotations. Significant experience in a customer service environment
  • Significant experience of working within the public sector and working knowledge of EU regulations
  • Extensive experience and use of Procure to Pay Systems
  • Analysis of spend reports to identify cost saving opportunities.
Desirable criteria
  • ECDL or Equivalent experience on the use of Microsoft packages.
  • Vendor management.
  • Working knowledge of NHS.
  • Management/supervisory experience
  • Coaching and mentoring experience
  • Delivering procurement workplans and projects.
  • Public Sector procurement experience

Skills and Knowledge

Essential criteria
  • Working knowledge of contract law or equivalent experience
  • Demonstrable and practical working knowledge of EU/Public procurement legislation
  • Track record of building successful and robust professional relationships to deliver cost improvements and other procurement related efficiencies.
  • The ability to analyse Data and make recommendations in relation to spend reduction, contract management and demonstrate compliance with OJEU and other Procurement legislation
  • Negotiation skills.

  • Working knowledge of OJEU tendering process
  • Knowledge of contract databases
  • Knowledge of NHS Procurement processes
  • Ability to lead and manage a small team
  • Project Management
