University Hospitals Plymouth NHS Trust is embarking on an ambitious programme of transformation of its services, its estate and wider infrastructure. The Trust has been awarded funding under the government’s New Hospital Programme and is building a new Urgent and Emergency Care Building; the starting point for the redevelopment of the Derriford estate over the next decade. In parallel with work at the acute hospital, the Trust is also delivering a substantial programme of work in the wider Plymouth healthcare estate, to upgrade existing facilities and to build new facilities including health and wellbeing hubs in conjunction with our partner organisations.

The Deputy Programme Director for Derriford Hospital’s Future Hospital Programme is a senior leadership role accountable for the planning and delivery of the new £250m Urgent and Emergency Care Building funded through the Government’s New Hospital Programme (NHP). The Deputy Programme Director is accountable to the Programme Director, and the NHP Senior Responsible Officer, who is the Deputy Chief Executive.

The Deputy Programme Director will lead the programme on a day-to-day basis managing both the internal core team, key internal stakeholders and external specialist and technical advisors. The Deputy Programme Director will support the team in delivering the commitments and benefits set out in the Full Business Case, such that these are delivered to time, cost, and quality parameters.

The post holder will be the key interface for engagement with the national New Hospitals Programme team and national and regional NHS England teams, developing and maintaining strong working relationships for the benefit of the organisation and to ensure programme delivery.

The post holder will support the Programme Director with the development and implementation of plans for delivery of a new build Emergency Care Building and ensure arrangements are in place to support operational readiness and benefits realisation.

The post holder will deputise for the Programme Director across all areas of the programme as required, with particular areas of responsibility and accountability including:

•              Leading planning and construction delivery for the new Emergency Care Building funded through the governments’ New Hospital Programme.

•              Ongoing business case development for the Future Hospital Programme including enabling and early works, and workstream mobilisation and coordination.

•              Effective delivery of the Programme Management Office (PMO), ensuring the programme is managed to the highest standards of governance and assurance.

•              Leading the development of plans to ensure operational readiness of the organisation for the opening of the new building, including the change management programme.

•              Leading programme communications and engagement, including extensive partnership working locally, regionally and nationally.

•              Leading the development of the target operating model for the new building.

•              Effective staff management and development – Healthcare Planning, Analytics, Programme Management Office, Construction Assurance, and Communications teams and overseeing the management of a range of external contractors and Trust advisors.

•              Ensuring effective resource management across the Future Hospital Programme.

•              Providing the central coordination between the construction team and the Trust, ensuring that the Programme is able to be delivered without adverse impact on clinical operations.

•              Leading reporting and tracking programme delivery, including leading the change control function, coordinating with New Hospital Programme stakeholders as required.

•              Providing oversight of the construction programme, ensuring that delivery is in accordance with the agreed design drawings and specifications associated with the Guaranteed Maximum Price and Construction contract.

•              Leading the Big Dreams charitable appeal to secure additional funding to support the development of an outstanding Paediatric Emergency Department facility

Qualifications

  • Additional management qualifications or specific post-graduate qualification in a relevant area
  • Proven evidence of continuous professional development.
  • Project and programme management qualifications (PRINCE2/ PRINCE2 Agile/ MSP Practitioner)
  • Relevant Chartered Professional status (APM, CIOB, RICS)
  • Better Business Case Practitioner

Knowledge and Experience

  • Demonstrable complex programme management experience with track record of applying best practice programme management methodology.
  • Proven understanding and implementation of best practice governance and assurance frameworks in major projects and programmes.
  • Demonstrable experience of managing or supporting major change management programmes within the public sector in a multi stakeholder environment, including strong organisational skills with the ability to plan and direct the resource needs of a team working to tight deadlines.
  • Track record of complex business case development and proficiency in benefits management.
  • Proven track record of successful and sustained demonstrable experience of operating at a senior management level in an NHS Trust or similar organisation.
  • Demonstrable experience in managing PMOs for larger more complex projects.
  • Proficiency in senior level stakeholder communications and engagement and experience of managing public communications and media messaging.

  • Demonstrable experience of procuring and managing multi-million pound programmes
  • Demonstrable experience of using ProCure22 (P22) framework for the development and delivery of NHS Capital schemes
  • Proficiency in change control and proven knowledge management.
  • Proven awareness and knowledge of the NHS and the New Hospital Programme.
