Main duties of the job

As Head of Technical Services you will be joining our Digital & Innovation (D&I) Services Team.  D&I Services provide Digital support and services to approximately 11,000 users across multiple organisations in the Plymouth Health Community such as UHP and the following partner organisations: Livewell Southwest; Harbour Drug & Alcohol Services; Southwest Medical Defence Group. 

The role will have autonomy to lead and manage the development and delivery of local IT Infrastructure strategies, programmes, and services. The post holder will also contribute to local, regional, and national strategies, programmes, and service management, taking a leading role where appropriate.

The post holder will also:

  • Provide corporate strategic D&I leadership to the D&I Technical Department and expert advice on healthcare D&I infrastructure to the Trust.
  • Assist in the development and execution of an D&I strategy, impacting on the whole organisation, to ensure the Trust has the right systems available to deliver effective patient care.
  • Present to senior groups as required to ensure D&I issues maintain a high profile, including the presentation of highly complex, sensitive, or contentious information when significant barriers to acceptance exist.
  • Provide professional leadership for the wider Informatics community within the Trust and for all aspects of D&I throughout the organisation.
  • Provide expert advice and guidance to managers, health professionals and others on D&I-related issues.

Detailed job description and main responsibilities

The post holder will be responsible for the management and performance of the D&I Technical services including End User Compute, Networks and Systems Infrastructure services.

  • The post holder will be expected to work with Senior Managers across D&I, the Trust and the wider Devon ICS.
  • Provide effective management of the teams within the Technical Services function, ensuring a reliable, resilient and high performing infrastructure.
  • Ensure effective IT service management and supplier management.
  • Provide assurance that D&I services are secure and compliant with relevant legislation.
  • Support organisational change, innovation, and excellence.
  • Support the Trust’s long and short-term strategic intentions by developing the infrastructure and capacity.
  • Provide expertise of best practice methodologies, regulatory requirements, policy imperatives, innovation, and technological developments.
  • Manage key risks.
  • Ensure good financial management (revenue and capital), including service recharging where appropriate, contract management, asset management and budget management.
  • Act as the Senior Responsible Officer for various infrastructure projects that will support the Digital Programme Board.

Person specification

Knowledge & Experience

Essential criteria
  • Demonstrable experience & expertise in D&I management and staff management
  • Highly developed specialist proven knowledge, underpinned by theory and demonstrable experience of supporting and management within a relative technical discipline and environment or other enterprise scale IT infrastructures.
  • Proven knowledge of financial and business analysis techniques with sound financial understanding.
  • Demonstrable experience of producing and presenting business cases for IT investment, including examples of successfully gaining funding approval.
  • Demonstrable experience of monitoring budgets and business planning processes
  • Demonstrable experience of developing and implementing action plans to agreed timescales and tight deadlines.
  • Demonstrable experience in managing multiple projects.
  • Proven knowledge of Service Management and Service Delivery principles, specifically demonstrable experience of working in an ITIL complaint organisation and working with an ITIL complaint operating model
  • Demonstrable experience of managing and reporting on risks.
  • Significant demonstrable experience of leading Technical Teams.
  • Demonstrable experience of managing large IT procurements, including contract negotiation and supplier management.
  • In depth specialist proven knowledge of D&I procedures
Desirable criteria
  • Networking: being able to work within the Trusts, with other NHS Trusts, national forums and technology specific groups
  • Awareness: up to date with national directives.
  • Demonstrable experience working and managing in a Healthcare setting.

Qualifications

Essential criteria
  • Educated to master’s level or equivalent demonstrable experience of working at a senior level in specialist area
  • Extensive proven knowledge of specialist areas, acquired through post graduate diploma or equivalent demonstrable experience or training plus further specialist proven knowledge or demonstrable experience to master’s level equivalent
  • Professional certifications or equivalent relevant demonstrable experience in managing enterprise IT infrastructure
  • Management qualification or significant relevant demonstrable experience
Desirable criteria
  • Project management qualification (e.g., PRINCE 2)
  • ITIL certification
  • Health Service related management qualification or equivalent demonstrable experience

Essential criteria
  • Must be able to prioritise own work effectively and be able to direct activities of others
  • Demonstrable experience of managing and motivating a team and reviewing performance of the individuals
  • An expert in their field. Analyses, interprets and resolves highly complex D&I problems where there is no precedent and where other leading opinions may conflict
  • Can act without reference to manager as a lead specialist in their area
  • Works autonomously, guided by their interpretation of national policy and regulations.
  • Ability to lead and manage a team of technical managers and engineers
  • Strong interpersonal, time management, negotiation and influencing skills with relevant stakeholders (i.e., suppliers).
  • Ability to convey and comprehend complex technical matters with non-technical persons.
  • Numerate and with demonstrable experience of interpretative reporting and demonstrable experience of statistical analysis.
  • Ability to chair meetings and forums
