Anchor Programme Employment Support Officer ( Southend Ambition 2050)

These two posts are full time as an Anchor Programme Employment Support Officer( available as secondments) in the Southend as Anchor team and its `Southend 2050 ambition’ project. The posts are funded through the UK Community Renewal Fund and has a focus on piloting and testing innovate solutions.
The project will use the local status and visibility of Southend Hospital (part of Mid and South Essex NHS Foundation Trust) and its relationships with local partners through the South Essex Alliance, as the nexus for a test and learn approach that delivers support for key UKCRF and Southend 2050 ambitions;
- Investment in skills for businesses, including social businesses
- Investment in communities and place, and;
- Supporting people into employment
The pilot’s primary focus will be moving people living in the most deprived areas in Southend who are unemployed or economically inactive, towards work at either Southend Hospital or Southend’s broader health and care sector.

As the Anchor Programme Employment Support Officer you will be required to proactively manage a caseload of people who live in the six most disadvantaged areas of Southend and who require employment support.
The post holder is expected to work directly with the participants and all relevant stakeholders; community based support, external referring agencies, Job Centre Plus and learning providers to enable participant’s to gain and retain employment either in the Southend Hospital or in the local Health and Social Care sector.
The post holder will be expected to work autonomously to maintain a caseload of 20-25 job seeking individuals and to ensure that they are matched, in line with their preferences, to local NHS or health care sector jobs.
The post holder is required to undertake regular audit of programme and participate in team and programme surveys.

Our new Anchor Programme team, supported by Essex County Council, together this team is tasked with :
- Set up and run the Mid and South Essex ‘Hospital as Anchor’ Programme.
- Bring together the varied projects and associated work streams to drive local impact and social value.
- Support growth in opportunities for employment and efforts to reduce environmental impact.
- Build and maintain partnerships that support better community health, based on community need.
- Test new ways of thinking about place-based public services in delivering better quality of life for local populations.
- Work with partners to underpin the programme with strong patient, carer and community engagement and involvement.
The post holder will be part of the Anchor Programme and wider MSE FT Strategy Unit. The post holder may be required to undertake Mid and South Essex-wide projects or activities to support the strengthening of Anchor Programme and its implementation across Mid and South Essex.

MAIN DUTIES & RESPONSIBILITIES
- To liaise with relevant departments within Southend hospital and externally to identify vacant, unfilled or about to be advertised posts that might be suitable matched to the Employment Specialists caseload.
- To communicate with the targeted community ensuring information is clear and clearly understandable, and that its diverse needs are addresses appropriately
- To liaise with recruiting managers, HR business partners and specialist support i.e. work placement leads to ensure access to; work opportunities, taster days, sessions and trials.
- To communicate complex and sensitive information in a timely, supportive and appropriate participant centric manner
- To develop good working relationships with other organisations that are able to assist individuals to achieve their employment goals, for example; Jobcentre Plus providers (Work and Health Programme, Access to Work), local colleges and training providers
- Contribute to regular project communications and participate in its formal evaluation
- To maintain a professional relationship with the participants of the programme and with other staff, with particular attention to confidentiality and the maintenance of boundaries.
- Analytical and Planning
- To be integrated within Southend Hospital supporting participants who want to return to employment or fulfil their educational goals.
- To plan with partners a series of bespoke familiarisation opportunities enabling them to consider a career in the NHS or the local healthcare sector
- To plan, integrate and coordinate with partner’s the projects local day to day interface with programmes designed to help local people to secure and retain work
- To plan, with partners and deliver events including virtual activity that engages with those furthest from the labour market
- To prepare individuals for a return to work through assessing each person’s individual employment needs through vocational profiling/assessment.
- To provide individualised, support to individuals once they have returned to work to assist them in sustaining employment.
- To update stakeholders reflecting participant experience, success stories and evaluation outcomes that will support the development of equitable interventions for those furthest from the labour market.
- To assess individuals support needs related to work which might typically include help with benefits, travel to work, gradual return to work etc
- To provide data led and GDPR compliant analysis of activity and caseload complexity highlighting performance information including demand
- Coordinating multi agency meetings or similar and to ensure that the wrap around support designed to meet the individual participants support is agreed and all parties understand what needs to be provided and when
- To provide education and support to employers, as agreed with participants, who may include negotiating reasonable adjustments, return to work strategy and on-going contact with the employer to ensure job retention.
- To support individual’s to plan their journey to work, enabling them to make informed choices and that their employment matches their skill set and ambitions appropriately

- To engage in and contribute to the development `Southend 2050 Ambition’ projects data management and information systems and processes.
- Set up and execute process for validating recruitment recorded on to an appropriate case management tool and ensure consent forms for each participant are secured
- Contribute to standard operating procedures, polices and working documents
- To deliver individual employment outcomes in line with service outcomes as set by ` UK Community Renewal Fund in line with `Southend 2050 Ambition’ projects key performance indicators
- Develop protocols for team and support implementation of new policies and procedures.Adherence to Safeguarding protocols and GDPR compliance
- Financial and Physical Resources
- To support the monitoring, allocation and evidencing of `Southend 2050 Ambition’ participant grants
- To support the monitoring, allocation and evidencing of `Southend 2050 Ambition’ participant costs administered by third parties i.e. childcare costs
- To assist in the relevant departments with reimbursement of health mentor costs on a timely and accurate basis.
- Responsible for the safe use of own and related Trust equipment.
- Staff Management
- To provide support and training to Health Mentors to enable them to develop and deliver ongoing mentoring and coaching to those who have secured employment.
- To provide a warm handover/training support to participants who are referred at assessment to third party providers better placed to meet their needs
- To engage in both managerial and professional supervision
- Information Resources
- To proactively undertake job development with NHS and Healthcare providers based on the service users preferences to secure employment opportunities for participants
