Job overview
The Associate Director of Income & Contracting is a member of the finance directorate senior leadership team reporting directly to the Director of Operational Finance. The post holder will lead on all healthcare commissioned contract discussions, and associated income monitoring, with internal and external stakeholders.
The role leads on the contract management process for the Trust, provider to provider and third sector contracts, to ensure delivery of services that are high quality, better value for money and to achieve the Trust objectives.
As a Senior Leader in this team, you will influence strategic decisions making within the Trust working with clinical and non clinical colleagues to secure income to support us in delivering high quality care to our local population.

Main duties of the job
To succeed in this role you will:
- Be an experienced professional with detailed knowledge and experience of the NHS contracting regime.
- Have a strong understanding of the impact of income flows on the financial position of the Trust.
- Have strong inter personal and negotiations skills to allow you to work with colleagues across the Trust, our own ICS and beyond in order to seek solutions to support delivery of contractual requirements including performance, quality and finance.
- Have excellent verbal and written communication skills
- Have experience of leading and developing teams
- Be financially and politically aware, able to communicate well with your peers and team members and have resilience to adapt quickly to changing priorities and demands from internal and external stakeholders

Detailed job description and main responsibilities
Key responsibilities:
- To lead and improve the reporting of patient treatment income and associated activity of circa £800m per annum. To include control, monitoring and reconciliation of the Trust’s Income and Income budget allocations with the finance team.
- To ensure that Service Level Agreement (SLA) income is received, to optimise income due under the National Tariff Payment System regime and to identify new opportunities for charging, including activity not being recorded, in accordance with rules.
- To work closely with the Business Intelligence, and Clinical Coding team, to ensure timely and accurate data submissions to support commissioning, service agreements, performance and capacity planning requirements amongst others.
- To support the commissioning of healthcare related services through the NHS Provider Selection Regime (PSR).
- To make the best use of clinical, financial and operational performance data to identify performance risks and areas for action prior to contract default and the implementation of deduction mechanisms for failure.
- To work closely with clinical and non-clinical colleagues to disseminate commissioning requirements and to explain the potential impact on the provision of services and to ensure the co-ordination of responses to meet issues raised.

Essential criteria
- Educated to master's degree level or equivalent experience
- In depth knowledge of contracting regime
- Understanding of PBR complexities and health informatics
- Senior manager experience
- Evidence of negotiating contracts
- Ability to work in a team and to lead
- Evidence of independent working / proactivity
- Evidence of working across teams with clinical and non clinical colleagues
