What is Transforming Care Digitally? Transforming Care Digitally (TCD) is a strategic programme launched in 2024 by Gloucestershire Health and Care NHS Foundation Trust. Its goal is to enhance digital capabilities across the Trust to improve patient care, enhance clinical delivery through digital solutions, and improve digital maturity.
The core objectives of TCD include;
1. Patient-Centred Care – Ensuring digital systems support safe, high-quality, and accessible care.
2. Clinical Process Improvement – Aligning system configuration with clinical workflows.
3. Staff Efficiency & Productivity – Reducing duplication and improving usability.
4. Intelligent service development – Enhancing data use for operational and strategic decision-making
Main duties of the job
What You’ll Be Leading
- A highly skilled multi-disciplinary delivery team, bringing changes to our systems and ways of working
- Strategic system deployments, change management, and benefits realisation across the Trust.
- Collaboration with stakeholders, supplier, and national and local services to deliver safe, effective, and future-ready digital solutions.
What You’ll Be Doing
- Leading the Clinical Systems TCD Programme team to successfully deliver a portfolio of exciting digital projects.
- Champion the Trust’s digital strategy and embed clinical systems excellence across services.
- Influence stakeholders, manage risks, and ensure systems meet national and local requirements.
- Provide expert leadership to ensure successful business change and clinical safety.
- Ensure the effective co-ordination of projects within the TCD programme, including the technical delivery, training and cutover to business as usual processes.

Detailed job description and main responsibilities
· To support day to day operational management and organisation of the Transforming Care Digitally Clinical Systems Team
· To deputise for and support the Head of Clinical Systems to ensure that Clinical Systems strategic direction is embedded throughout the organisation and the program, ensuring that relevant policies, procedures and guidelines are developed and implemented taking into account national policies and Trust practices.
· To manage and develop configuration and business change processes
· To work with all Trust staff, stakeholders and external third parties e.g. NHSE, National/Local Service Providers and external suppliers, to ensure robust system design, build and testing of implementations to meet local and national requirements.
· To manage contentious issues in a controlled and integrated way.
· Work with complex clinical service areas which will include; benefits and workflow analysis, stakeholder engagement, reporting requirements, information governance, potential impact, risks and issues, in order to identify suitable solutions to meet the Trust’s strategic and local planning objectives
· Use Clinical System knowledge & expertise to analyse and assist in system selection, including business change, benefits analysis, training, implementation and associated reporting
Leadership
· To lead on change management processes to optimise agreed outcomes
· To liaise and work with the Transforming Care Digitally Program Manager and individual project managers to manage expenditure and project budgets.
· Support the Head of Clinical Systems with contract management and Service Level Agreements.
· To support any planned Clinical Systems products and service procurement including the requirement specifications, testing documents etc
· To attend national, regional, local meetings, workshops, events and other forums as required
Management
· To manage operational change and benefits management for clinical systems
· To manage the Clinical Systems risks ensuring the risk is clearly defined, regularly reviewed and regular reports are updated to reduce the risk in line with the mitigation plans.
· Maintain and develop change control processes to ensure oversight and assurance of any proposed changes
· Work with the Performance and Information Teams to ensure that all developments will meet service specifications, KPI expectations and national reporting requirements and provide assurance to operational teams at management level that the systems are fit for purpose and will supply required data.
· To receive regular updates on Clinical Systems project developments from team leads and coordinate to keep Steering Groups and Operational Services up to date on progress
· To attend SIRI, investigation and review meetings to give expert advice and follow up on any agreed action.

Qualifications
Essential criteria
- Educated to degree level or equivalent in an appropriate subject, or possess relevant proven experience
- Masters level qualification or equivalent experience
- Evidence of continuing professional and managerial development
- Demonstrated line management experience
Desirable criteria
- Change Management /Leadership qualification
- PRINCE2 or equivalent experience
Length and Nature of Experience
Essential criteria
- Understanding of clinical and operational processes within the NHS, the Public sector and other Health setting
- Knowledge of working with complex systems
- Demonstrable evidence of being to convey complex information in a confident and competent way
- Experience and understanding of Clinical Systems applications
Desirable criteria
- Knowledge and awareness of coding (for instance CVT3 Read codes and SNOMED)
