Lead transformational change across Urgent and Emergency Care in Gloucestershire
An exciting opportunity has arisen for an exceptional system leader to join Gloucestershire Health and Care NHS Foundation Trust (GHC) as a host employer for the Gloucestershire Provider Partnership (GPP).
The GPP brings together Gloucestershire Health and Care NHS Foundation Trust, Gloucestershire Hospitals NHS Foundation Trust and Gloucestershire's GP Collaborative to deliver transformational change and greater integration across health and care services across Gloucestershire. Working alongside system partners including the Integrated Care Board, Gloucestershire County Council and the Voluntary, Community and Social Enterprise (VCSE) sector, the partnership is committed to improving outcomes, reducing inequalities and delivering more joined-up, proactive care for local communities.
While employed by GHC, you will work on behalf of the partnership, providing system-wide leadership to deliver urgent and emergency care transformation priorities across Gloucestershire. You will work alongside Programme Directors for Mental Health and Neighbourhood Health, and the Director of Transformation and PMO, helping to shape and deliver a shared vision for transformational change across the county.
Main duties of the job
You will:
- Lead the implementation of community-based non-elective care plans across Gloucestershire neighbourhoods, supporting the delivery of a Home First approach and future intermediate care models.
- Drive the development of urgent neighbourhood services, including urgent community response, virtual wards, single points of access and improved integration with hospital front-door services.
- Lead transformation across urgent care pathways, including Urgent Treatment Centres, integrated flow arrangements and system-wide approaches to patient flow and transfer of care.
- Provide strategic leadership across a complex programme portfolio, ensuring clear vision, strong governance, effective programme management and delivery of agreed benefits.
- Work closely with NHS providers, primary care, local authority colleagues, VCSE partners, commissioners and people with lived experience to design and implement sustainable models of care.
- Develop transformed workforce and service models that improve system productivity, patient outcomes and long-term sustainability.
- Ensure robust performance, quality, financial and outcome reporting, providing assurance to GPP and wider system governance boards.
- Champion co-production and inclusive engagement, ensuring that patients, carers and communities help shape service design and delivery.

This is a high-profile system leadership role accountable for driving the delivery of major transformation programmes across Urgent and Emergency Care.
Working across organisational boundaries, you will lead strategic programmes that support people to receive the right care, in the right place, at the right time, while strengthening integrated models of care and improving outcomes for local communities.

Qualifications
Essential criteria
- Masters Degree or equivalent experience
- Management qualification or completion of a recognised senior leadership development programme (or equivalent experience)
Desirable criteria
- Holds and maintains a relevant professional qualification
- Holds a relevant programme management qualification. (e.g. MSP)
Experience
Essential criteria
- Significant experience of successfully developing and delivering system wide complex change and transformational service redesign programmes
- Experience of working in partnership with commissioners, social care, criminal justice services, statutory and non- statutory agencies.
Desirable criteria
- Operational Management experience within a health and care setting
- Substantial experience in managing clinical community and in- patient services, budgets and people
Knowledge
Essential criteria
- Extensive and specialist knowledge across a wide range of disciplines (strategic planning, service redesign, financial and programme management)
Desirable criteria
- Sound understanding of the modernisation and development issues facing Primary Care and Community services and workforce demand and supply
