Job overview

This role is only open to applicants that currently work within an NHS Trust within the Hampshire and Isle of Wight Integrated Care System (HIOW ICS).

Hampshire and the Isle of Wight Acute Care Collaborative have come together as part of the Integrated Care Board (ICB) as an Acute Provider Collaborative (APC) to invest in Electronic Patient Record (EPR) functionality. This is to meet the needs of our whole ICS population, recognising that the organisation of clinical care needs to change and develop radically in order to meet the challenges we face. 

The post holder will be responsible for

·        Devising the resourcing strategy for the EPR Programme

·         Coordinating recruitment activity across the programme and each individual Trust

·         Providing reports on the resourcing workstream, including identifying risks, issues and mitigations

·         Supporting the Programme Director and Programme Manager with any workforce issues

Main duties of the job

  • To initiate and lead the resourcing strategy for the EPR Programme that reflects the needs of the programme as it moves through its critical path.
  • To liaise with the Recruitment and Temporary Staffing teams in the respective Trusts and ensure the resourcing activity to the EPR programme across the 3 Trusts is well managed and co-ordinated.
  • Work with Change and Engagement colleagues to identify the skills, roles, and competencies needed to support the digital transformation, and plan for future recruitment, development, and retention of talent.
  • To recruit to the core programme and Trust level roles as required throughout the lifecycle of the EPR programme.
  • Work with the EPR Programme Director, and the Recruitment and Temporary Staffing teams at the respective Trusts to ensure optimum numbers of staff are employed so there is an appropriate level and type of workforce to enable the successful implementation and ongoing running of the EPR Programme.
  • Develop and deliver successful resourcing, onboarding, induction and mandatory training requirements.
  • Design and carry out organisation development initiatives to support the transition to new ways of working, including restructuring, role redefinition, and change management

Training and Qualifications

Essential criteria
  • Educated to Master’s level or able to demonstrate equivalent level of knowledge.
  • Evidence of professional development.
  • Up to date and extensive highly specialist knowledge of employment legislation and best practice in employment.
Desirable criteria
  • CIPD Qualified (Member of Chartered Institute of Personnel and Development)
  • Workforce Planning

Experience and Knowledge

Essential criteria
  • Significant experience of working at a senior level in a large organisation including having worked at a strategic level within a complex multi-professional health or public organisation.
  • Experience of advising managers on resourcing issues up to Director level.
  • Demonstrable experience of employment policy and successful implementation.
  • Able to demonstrate ability to develop innovative recruitment and retention strategies and initiatives
  • Experience of legislation and policy in regard to the use of temporary workers, Bank, Agency and Contractors.
  • Demonstrable experience of leading a multi-functional recruitment and resource team.
  • Demonstrable experience of effective performance management of team.
  • Understanding of delivery of large scale health IT programmes
  • Detailed knowledge of UK employment legislation as relevant to recruitment and selection.
  • Change/short term project methodology proficient
  • Strong relationship management skills including the proven ability to quickly build strong personal networks with stakeholders and colleagues.
Desirable criteria
  • Knowledge and understanding of the wider NHS agenda recruitment and resource frameworks and workforce strategies.
  • Experience of project management to achieve change.
  • Experience of workforce planning, through service change / and review of best practice

  • Exceptional verbal and written communication skills and evidence of ability to motivate, negotiate, train, coach and reassure in a difficult or uncertain environment and facilitation
  • Able to assimilate multi-disciplinary information and develop solutions
  • Exceptional presentational abilities including paper reporting and presenting to senior leaders and clinicians
  • Highly-developed IT skills
  • Able to work under pressure, prioritise and to deliver outcomes
