A new and exciting opportunity has arisen for a highly motivated Clinical digital leader to join our Chief Medical Office within the Hampshire and Isle of Wight Integrated Care Board (ICB). The digital arena has never been as important for the NHS as it is now and there is strong commitment across Hampshire and Isle of Wight ICB to develop the digital and data capabilities necessary to achieve our ambitions for our population.

Hampshire and Isle of Wight Integrated Care Board was established in July 2022 and is the statutory organisation responsible for setting the strategic plan for the NHS to deliver its part of the health and care strategy across the Hampshire and Isle of Wight Integrated Care System.  The Integrated Care Board provides leadership and structure, acting as a system facilitator, leading on our strategic priorities and interventions, shaping the future system, planning, and executing on the common priorities. 

With the aim of becoming a high functioning system, Hampshire and Isle of Wight Integrated Care System recognises the importance of continuous improvement and transformation for the benefit of people in the communities we serve. This is organised through a number of clinically led transformation programmes to improve the outcomes, efficiency, and access of care: aiming to achieve our vision of enabling people in our communities to live healthier, longer lives.

This role will provide clinical and transformational leadership to the Digital, Data and Technology  portfolio across the ICB and to the other clinical and care professional leads across the range of portfolio areas, ensuring the link between system, Place and delivery of digital and informatics development within the ICB.

The post holder will be an integral member of the Chief Medical Office team as well as part of the extended leadership team within the ICB.  This challenging role requires an exceptional communicator who can build effective relationships across an organisation and wider system.

This opportunity is to work up to 5 sessions per week.

Reporting to the Chief Medical Officer, and working closely with the Chief Digital and Information Officer and Chief Nursing Information Officer, the Chief Clinical Information Officer (CCIO)  will take responsibility and accountability the strategic direction of Digital and Data technology design, implementation, and delivery.

Provide high quality clinical and Digital leadership across the organisation and system in collaboration with other stakeholders and partners.

Provide responsibility and accountability for the ICB clinical safety process as an enabler for safe and effective care.

Serve as a Digital and Data / Clinical informatics advisor to the ICB's Chief Medical Officer and other senior Clinical leaders.

Act as a champion for Digital, Data and Technology by promoting innovation and the development of a Digital and Data culture by identifying and sharing opportunities for improvements in care work practices that result from digitally enabled clinical initiatives.

Ensure that all key stakeholders are consulted in the design, delivery, and evaluation of Digital and Data systems, including patients, carers, clinicians, technical and programme teams and best practice groups.

Ensure that proposed service redesigns will be effective and safe in improving clinical practice and patient care outcomes, whilst adhering to clinical, nursing and care professional and Digital standard

Along with the CNIO, oversee the development of a benefits realisation framework for all clinical systems ensuring that there is a robust process in place to track the impact of the deployment of technologies on clinical outcomes.

Knowledge, Training and Experience

  • Registration with a statutory body such as GMC, NMC or HCPC.
  • Senior clinical experience with a track record of inclusive clinical leadership and strategic vision.
  • Experience of leading significant change, delivering tangible and sustained improvements.
  • Wide ranging knowledge and experience of using information and analytics, and harnessing technology to drive service improvement, access to services and patient empowerment across health and social care.

  • Postgraduate qualification in digital/informatics related discipline.
  • Leadership Qualification or evidence of recent professional development (within the last three years).
  • Clinical Safety Training.
