Job overview

We have an exciting opportunity for a Chief Pharmacist to take the helm in steering the delivery of medicines optimisation and pharmacy services across the Hampshire and Isle of Wight.   As we develop our Integrated Care Board (HIOW ICB), this role presents a unique opportunity to shape the future of pharmacy services and drive impactful clinical outcomes.

We are seeking a dynamic leader to lead and develop the Medicine Optimisation Services across HIOW and to work to optimise safety, effectiveness and spend on drugs for our populations.    This role will report directly to the Chief Medical Officer (CMO), working directly with the Clinical Leadership team across the ICS and will also form strong relationships with regional and national colleagues. Therefore we require an experienced,  system thinking, passionate and highly motivated clinical leader with exceptional communication skills to influence and inspire others and to lead in shaping the future of pharmacy services within a dynamic and evolving healthcare landscape.

Main duties of the job

The post holder will assume comprehensive accountability for the strategic direction and operational execution of pharmacy services, both existing and forthcoming, across the system. By fostering robust clinical and professional collaboration, you will facilitate the seamless integration of services, maximising value and optimising patient care.

Key Responsibilities:

Lead the ICB Medicines Optimisation Team within the CMO Directorate.

Lead the strategic planning and implementation of medicines optimisation and pharmacy services, setting high standards of excellence.

Foster a culture of collaboration and synergy among clinical and professional stakeholders, ensuring alignment with system-wide objectives.

Develop and articulate a cohesive vision for medicines optimisation and pharmacy, synthesising national policies and local clinical imperatives.

Engage with patients and clinicians to solicit feedback and insights, ensuring that services are patient-centred and clinically effective.

Collaborate with partners across the healthcare landscape to drive outcomes that enhance the value proposition of pharmacy services.

Detailed job description and main responsibilities

The Chief Pharmacist will provide strategic leadership for:-
Pharmacy; medicines optimisation and supply.
Medicines governance.
Safety and clinical systems for prescribing, storage and administration.

Pharmacy workforce and workforce transformation,
coordinating other medicines and prescribing initiatives.

They will lead as an authoritative expert in pharmacy and medicines with the respect of peers and senior national leaders. The post holder will provide professional advice and guidance on matters relating to the use and supply of medicines to the Integrated Care Board and, in addition, play a full role in the delivery of the ICS’s corporate agenda as detailed in its strategic plan. 

The post-holder carries key corporate responsibilities for the delivery of the ICS’s vision, aims and objectives and is lead for:-
Safe and effective use of medicines.
Living within the system medicines budget. 
Antimicrobial stewardship. 
Transfer of care and related medicines risk issues. 
Accountability for regulatory compliance and acts as the accountable officer for controlled drugs for the ICB, working closely with local networks across organisations. 
Co-ordination of pharmacy input to key delivery and transformation 
programmes e.g. covid or influenza vaccination, mental health or learning 
disability priorities 
Delivery of regional and national pharmacy medicines optimisation strategies and programmes such as overprescribing, aseptic transformation, value for money, and sustainability initiatives.

Person specification

Knowledge, Training and Experience

Essential criteria
  • Pharmacist registered with the General Pharmaceutical Council (GPhC).
  • Evidence of sustained personal and professional development
  • Senior leadership experience in different NHS/Healthcare settings
Desirable criteria
  • Hold a postgraduate or management qualification, or equivalent experience or equivalent level of experience of working at a senior level in specialist area.

Communication and Relationship Skills

Essential criteria
  • Dynamic with the ability to build trusted stakeholder relationships and wide support networks in a political context like the NHS.
  • Strong external communications skills in a politically sensitive environment and experience in handling media.
  • Ability to prepare and produce concise yet insightful communications for dissemination to senior stakeholders and a broad range of stakeholders as required.
  • Extensive experience of delivering presentations to large groups of stakeholders in often pressured and politically sensitive environments.

Analytical and Judgement Skills

Essential criteria
  • Ability to analyse highly complex issues where material is conflicting and drawn from multiple sources.
  • Demonstrated capability to act upon incomplete information, using experience to make inferences and decision making.
  • Ability to analyse numerical and written data, assess options and draw appropriate initiatives

Planning and Organisational Skills

Essential criteria
  • Leadership, vision, strategic thinking and planning with highly developed political skills.
  • Demonstrated capability to plan over short, medium and long-term timeframes and adjust plans and resource requirements accordingly.
  • Ability to work effectively between strategic and operational activities where required.
  • Experience of creating a new team and motivating and inspiring colleagues to work together to achieve a common objective.
Desirable criteria
  • Experience in leading a major change initiative with entrepreneurialism in a challenging organisational environment.
