Job overview
As Programme Manager, you will lead the operational delivery, performance, and continuous improvement of the local DESP, ensuring that high‑quality, patient‑centred screening services are consistently delivered across the region.
You’ll work closely with the Clinical lead, Planned Care Pathway Lead, Assistant Direct of Specialist services, Programme Team Leads in HCT & ENHT & NHS England to maintain compliance with national screening standards and drive innovation in service delivery.
Main duties of the job
• Oversee day‑to‑day management of the Diabetic Eye Screening Programme across Herts & West Essex
• Ensure full compliance with national DESP standards, KPIs, and quality assurance requirements
• Lead service planning, performance monitoring, and reporting
• Manage relationships with staff within HCT & ENHT
• Support incident management, governance processes, and Quality Assurance visits
• Drive service improvements, pathway optimisation, and patient experience initiatives
• Provide leadership to programme staff

· To monitor, analyse and interpret performance data to produce complex national reports to be presented regularly to NHSE Programme Board.
· To receive and present very complex data to senior managers within HCT, GPs and the National Programme.

Qualifications and Experience
Essential criteria
- Educated to master’s degree level or equivalent level of knowledge
- Extensive experience in a management/leadership role.
- Proven experience in service management within the NHS or a similar environment
- Proven experience of complex transformation
Skills
Essential criteria
- Excellent communication skills both oral and written, including ability to liaise and negotiate at all levels
- Able to analyse and interpret complex data
- Comprehensive understanding of the NHS environment and issues
- Confidence working with data, performance metrics, and quality frameworks
Desirable criteria
- Effective problem solving skills

- Able to use own initiative and take responsibility
- Knowledge of barriers to understanding and ability to explain complex issues simply
- Hold a full, valid, UK driving licence and have access to a care to use for business purposes (unless you have a disability as defined by the Equality Act 2010)
