The Director of Emergency Care Reform and System Resilience is a senior system leadership role within NHS Greater Manchester, responsible for strategic oversight, commissioning leadership, performance improvement and assurance of urgent and emergency care (UEC) services and Emergency Preparedness, Resilience and Response (EPRR).

The role leads the development and delivery of an integrated, high‑quality, safe and sustainable emergency care system across Greater Manchester, including accident and emergency services, urgent treatment centres, ambulance services, NHS 111, crisis response, and interfaces with primary care, community services, mental health and adult social care. Working across neighbourhood, place and system levels, the postholder addresses variation in access, flow, outcomes and experience, improves resilience and patient safety, and supports the reduction of health inequalities.

The postholder provides senior leadership for emergency care reform, acts as Senior Responsible Officer for emergency care transformation, the System Coordination Centre and annual winter planning, and leads the statutory EPRR function on behalf of the Accountable Emergency Officer.

Main duties of the job

The role reports directly to the Board and holds senior responsibility for resources, budgets, partnerships and people leadership.

Detailed job description and main responsibilities

The postholder will be responsible for the System Coordination Centre and Emergency Planning Resilience and Readiness (EPRR) functions, ensuring national policy is followed and implemented.  

The postholder is accountable for Emergency Care Reform and System Resilience, interpreting all NHS policies related to this area and determines the goals and standards the organisation will adhere to.  The post holder will also report directly to the board in regards to these areas of activity.

Key Duties

- Provide senior leadership for urgent and emergency care reform across NHS Greater Manchester. 
- Develop and implement a clear, system-wide emergency care reform strategy aligned to national policy, operational planning guidance and local population needs. 
- Act as the senior responsible officer for emergency care transformation and improvement programmes. 
- Act as the senior responsible officer for the System Coordination Centre, ensuring the system manages UEC escalation appropriately and effectively.  
- Lead, on behalf of the Accountable Emergency Officer, the  statutory  EPRR function for NHS Greater Manchester. 
- Act as the SRO for Winter planning & delivery for NHS Greater Manchester on an annual basis. 

- Lead oversight of emergency care performance against national constitutional  standards (including access, quality, safety and flow). -  Work with providers, place-based partnerships and system leaders to identify and address unwarranted variation. 
- Lead recovery and resilience planning for emergency care, including winter planning and surge response. 
- Lead the annual EPRR Core Standards framework for NHS Greater 
Manchester, ensuring compliance for the organisation and the compliance of NHS Acute & mental Health providers.

Qualifications

Essential criteria
  • Educated to postgraduate level or equivalent experience.
  • Evidence of ongoing professional and leadership development
Desirable criteria
  • Formal training in quality improvement, service redesign or system leadership.

Experience

Essential criteria
  • Significant senior leadership experience within urgent and emergency care or a closely related NHS operational or commissioning function.
  • Proven experience of leading complex system-wide improvement and transformation.
  • Experience of working with Boards, regulators and senior multi-agency stakeholders.
  • Track record of improving performance, quality and safety in pressured environments.
Desirable criteria
  • Experience working at ICS or system level.

Knowledge

Essential criteria
  • In-depth knowledge of urgent and emergency care policy, operational standards and performance frameworks.
  • Strong understanding of patient flow, demand and capacity management.
  • Knowledge of health inequalities and population health approaches within emergency care.
