Associate Director of Finance - Financial Control

The Associate Director of Finance – Financial Control will support the senior finance leadership team to establish and develop integrated working across the portfolio, through overall management of the ISFE2 ledger system, production of the annual accounts, submission of the monthly IFR submission, cash management, as well as leading on all internal audit, counter fraud and external audit requirements.   

They will lead on the VFM assessment process for NHS GM, liaising with external audit and facilitating updates from Chief Officers and function leads.

They will co-ordinate provision of budget holder training for whole of NHS GM – working closely with colleagues from other teams to design and deliver.

The Associate Director of Finance – Financial Control will be responsible for leading the teams overseeing the financial control for NHS GM, including all financial governance to deliver the required level of grip and control.

•    The post holder will report to the Director of Operational Finance and will also be expected to work with and across the wider finance leadership team. 
•    The post holder will lead the Financial Control team, who will be responsible for Accounts Payable, Accounts Receivable, cash management, pensions and payroll, and internal audit, counter fraud and external audit liaison and management, and will lead on the development of a rigorous financial governance framework.
•    The post holder will support financial reporting requirements in order to submit the monthly IFR within the deadlines set by NHSE, and the annual accounts, including all supporting working papers.
•    As a qualified accountant, individuals in these roles will be accountable for their own practice and conduct in the role. 
•    To work closely with the NHS GM leadership team and system partners to deliver the objectives of the strategic plan ensuring this is underpinned by a longer-term financial plan which aligns with the NHS GM Financial Strategy. 
•    To deputise for the Director of Operational Finance, including representation at NHS GM Boards/committees and other key meetings, where required.
•    The post holder will lead on the GM finance governance structures developing key relationships across all portfolio teams.

•    Leading the Financial Control Team, who will be responsible for providing an effective financial accounts service for NHS GM, including AP, AR, cash management, pensions and payroll. 
•    Constantly review, update, upgrade and introduce new systems for managing the financial and accounting practices across the GM finance function.
•    Leading on the production and development of the year end accounts and Annual Report, working closely with external audit and colleagues within GM.
•    Lead the reporting as required for aspects which fall under the Financial Accounts team, including cash and BPPC.

•    Responsible for developing the workplan required to support the Audit Committee, ensuring regular review and co-ordination of papers from senior officers from across the organisation.  
•    Develop review processes to track all recommendations relating to Internal Audit, Counter Fraud and External Audit recommendations, including VFM assessments.
•    Oversight of the existing and any future changes required to ensure that the financial governance of the organisation is adhered to, including maintenance of the STAR process, tracker and reports to Chief Officers on a weekly basis.

•    Supporting the month end reporting process, including attendance at the month end position review meetings, and production of the IFR submission for review, utilising functionality of the ISFE2 ledger system. 
•    Managing Accounts Receivable and Accounts Payable linking with budget holders, suppliers and financial management colleagues.
•    Ensure NHS GM is kept informed of the financial position in respect of matters relating to cash resources.
•    Prepare monthly cash flow plans and subsequent monitoring reports and manage the overall cash flow of NHS GM, including the management of NHS GM’s Annual Cash Drawdown Requirement.
•    Co-ordinate the production of statutory accounts for NHS GM, to required timescales, including working with colleagues within NHS England on the interpretation and implementation of national reporting requirements and take the lead in delivering the appropriate returns.
