Job overview
• The Associate Director of Strategic Finance will support the senior finance leadership team to establish and develop integrated working across the portfolio and will play a key role in driving transformation, innovation, and service redesign to support the organisation’s strategic objectives, delivering value for money and financial sustainability while improving patient outcomes.
• A key part of the role is the relationship building within NHS GM internally, and with our partners across GM and regionally to ensure we can achieve the benefits of integrated working across both place and system to support the best outcomes for our population. They will be a named lead for two Places within NHS GM and will work with colleagues in Place to develop neighbourhood health models.
• The Associate Director of Strategic Finance will be responsible for leading one of the Strategic Finance teams responsible for providing operational support to the strategic finance agenda, operating as part of matrix working. One of these roles will include responsibility for primary care and estates overseeing the financial management of budgets, including those managed on behalf of NHS England with budget holders
Main duties of the job
• The post holder will report to the Director of Strategic Finance & Planning and will also be expected to work with and across the wider finance leadership team.
• The role will support NHS GM in the development, implementation, and transformation through involvement in the system priority long term programmes of work leading a specific programme(s) of work from a financial perspective.
• They will work in a multi-disciplinary team to further develop the work to identify the spend per head of population, overlaying non finance metrics and outcomes to propose future resource allocation methodologies by identifying cost drivers and areas of good practice.
• They will lead on areas of innovation and transformation across the finance portfolio and the wider NHS GM which will deliver both transactional and financial efficiencies.
• To work closely with NHS GM leadership team and system partners to deliver the objectives of the strategic plan ensuring this is underpinned by a longer-term financial plan which aligns with the NHS GM Financial Strategy.

Detailed job description and main responsibilities
• Leading one of the Strategic Finance Teams, who will be responsible for providing operational support to the strategic finance agenda, operating as part of matrix working, with pooled resources available to be flexed across the team and wider portfolio as required.
• To drive innovative data evidenced change on behalf of NHS GM and on behalf of NHS England focusing on ensuring that inequalities across the system are addressed.
• They will identify data sources required to support innovation and transformation across the finance portfolio and the wider NHS GM which will deliver both transactional and financial efficiencies.
• Work collaboratively on the production and development of reporting of spend per head of population, overlaying non-finance metrics and outcomes, for the Chief Officers, the Board and all associated committees, ensuring that these adhere to the expected standards, format and deadlines for NHS GM, and to any requirements for NHSE.
• Leading a specific programme of work from a financial perspective, which may change as business needs require.
• Contribute to the operational and strategic financial planning process, ensuring that financial plans are aligned to the requirements of the national guidance and take consideration of the NHS GM strategy.
• Contribute to the development of the savings programme as part of the planning process and on-going short, medium and longer-term financial sustainability of NHS GM.
• Identify and articulate system-level financial risks arising from planning assumptions or savings schemes, recommending mitigations and escalation where required.
• Contribute to population, engagement and co-production of strategies and plans working in partnership with relevant stakeholders to build confidence in plans and activities of NHS GM and the wider system.
• Accountable for developing short, medium and long-term business plans, achieving quality outcomes.
• Lead the financial design and evaluation of transformational change programmes across clinical and corporate services.
• Drive innovation in financial management, including the use of digital solutions, data analytics, and automation to improve efficiency and insight.
• Contribute and provide supporting analysis and forecasting information to support the production of monthly savings schemes reports, using appropriate techniques, drawing attention to particular areas of concern and present these to the Deputy CFO, Director of Strategic Finance & Planning and other members of the senior finance leadership team.
• Support the senior finance leadership team with the identification of risks and mitigations to support the reporting of the overall financial position for NHS GM, and the wider system.
• Oversee the development of complex business cases, ensuring affordability, sustainability, and alignment with strategic priorities, including a programme of post implementation review and evaluation.

- CCAB Qualified or other professional accountancy qualification, registered and full membership, and evidence of CPD
Experience
Essential criteria
- Significant experience of working at a senior level in a complex organisation, including extensive knowledge, experience and expertise in financial management and financial control.
- Experience of senior level external negotiations
Knowledge
Essential criteria
- Expert knowledge of financial and accounting procedures, financial and other aspects of legislation and NHS finance policies for both revenue and capital
Competencies

- Proven track record of delivering large-scale financial and service transformation, and modernisation of services with measurable outcomes within a complex healthcare or public sector environment
- Strategic thinker with the ability to balance long-term financial sustainability with short-term operational pressures
- Demonstrate capability to maintain financial control whilst supporting a devolved style of management
- Ability to communicate effectively, orally and in writing with all disciplines and seniorities
