Main duties of the job

As a Chief Officer of the Trust Board with accountability for delivering the Trust Strategy.

Functional leadership responsibility for: clinical quality (in conjunction with the Chief Nursing Officer); clinical effectiveness and outcomes; medical leadership and education; pharmacy; research and innovation; Mental Health Act compliance.

To engage in the leadership of the wider health and care system.

The aim of this role is to be an effective Chief Officer; the responsibilities of which are laid out in the corporate responsibilities section. Chief Officers are expected to ensure effective leadership, professionalism, rigor and challenge on all aspects of Trust business.

Person specification

Qualifications

Essential criteria
  • Educated to masters level or equivalent with extensive professional experience in a relevant field
  • Registered psychiatrist with the General Medical Council
  • Qualification or competence in leadership and management development
  • Evidence of continuous professional development
Desirable criteria
  • Completed aspiring director programme

Experience

Essential criteria
  • Experience at a senior managerial level in a large complex organisation and at a system level
  • Proven experience of leading service development or change management in a complex organisation
  • Evidence of building successful relationships and partnerships with a wide range of key stakeholders
Desirable criteria
  • Experience of working in a challenging financial and / or regulatory environment
  • Experience in supporting income generation activities
  • Experience of NHS / other public sector employer

Skills

Essential criteria
  • Understanding of the culture, climate, and politics of the NHS and its partners
  • Demonstration of delivering challenging performance goals and targets within a service
  • Clear understanding of NHS regulatory framework and policy e.g. medical agency cap
  • Demonstrate a knowledge of corporate strategy development particularly in competitive advantage, project and investment evaluation and organisational development
Desirable criteria
  • An understanding of the operation of Foundation Trusts
  • Knowledge of the strategic issues facing Mental Health Learning Disability and Autism services
