The primary role is to act as the Group Property Manager for The Group and its stakeholders.

The Group Property Manager will assist the Deputy Director of EFM  in providing Property & Land advice

Main duties of the job

·       Leases and other Legal Property contracts

·       Property contract negotiations

·       Property Management and Landlord and Tenant issues

·       Building and Land asset valuations

·       Land and Building disposals and acquisitions.

·       Land ownership and Title deed issues

·       Coordinating and negotiating with the District Valuer, DOH, NHS I, CHP, CCG,

·       NHS PS and ICB

·       Town and Country planning law and policy

·       Management of Historic buildings included listed building law.

·       Business rates

·       Property income

·       Appointment of Property related professionals (as required)

United Lincolnshire Hospitals NHS Trust has been granted teaching hospital status, after demonstrating evidence to significant teaching commitment.  From now on it will be known as United Lincolnshire Teaching Hospitals NHS Trust Pilgrim Hospital is situated beautiful countryside and serves the communities in the South Lincolnshire area. It provides all major specialties and a 24-hour major accident and emergency service.

 

Grantham and District Hospital serves the communities of Grantham and the local area. It provides ambulatory paediatric and accident and emergency services.

 

 

Lincolnshire Community Health Services NHS Trust (LCHS) and United Lincolnshire Hospitals NHS Trust (ULHT) have come together in a Group arrangement, with the goal of improving the care provided to patients across the county.

 

This will not constitute a formal merger of the two organisations, but will bring the Trusts together under a single Board and Executive Leadership Team, with the goal of improving the care that is provided to patients both in the community and in hospitals across Lincolnshire. Both Trusts will retain their separate statutory names and legal obligations.

 

The Group will be known as Lincolnshire Community and Hospitals NHS Group (LCHG).

Qualifications

Essential criteria
  • Level 7 standard of education (e.g., masters) or equivalent experience
  • Professional membership of one of the following institutions: CIOB or RICS
  • A relevant project management qualification such as PRINCE 2 or equivalent e3xperience.
  • Recognised qualification in commercial property management, or equivalent
  • Evidence of personal development history with extensive experience in estate management including land and property management at senior management level.
Desirable criteria
  • CADFM qualification and experience

Previous Experience

Essential criteria
  • Experience of managing high value; highly complex contracts.
  • Track record of delivering significant savings & income from Property & Land to support delivery of Cost Improvement Plans.
  • Extensive experience and knowledge of the Landlord and Tenant Act and its application in NHS premises.
  • Extensive knowledge of NHS Estatecode.
  • Leading on service development/change management programmes at senior management level.
  • Extensive knowledge of NHS Concode.
Desirable criteria
  • Recent senior management experience in an Estates/Land and Property Management field within a large acute NHS organisation

Essential criteria
  • Has the ability to work at Senior Manager level in deputising for the Deputy Director of EFM (service Integration) across a range of responsibilities in relation to land and property management.
  • Has the ability both to focus on priority issues and produce strategies balancing short term needs within a long term strategic framework supporting the Trust in achieving its overall vision and strategic objectives.
  • Has the ability to lead discussions and gain agreement from a range of stakeholders, often with different priorities, within budget limits.
  • Has the ability to analyse and trouble shoot highly complex contract and service problems ensuring resolution is achieved through a constructive process.
  • Able to demonstrate significant financial awareness; experience of managing, reviewing and controlling budgets; the ability to balance social, political and ethical pressures, and the ability to identify ways of maximising resources.
  • Able to ensure appropriate structures are in place for effective and efficient management of land and property matters.
  • Has the ability to analyse complex data, facts, situations and performance reports in order to resolve issues, forecast trends and propose and implement management strategies and make decisions on complex operational/service and commercial issues.
  • Intermediate to advanced IT skills and experience with relevant software systems such as time management.
  • Experience and qualification in management of estate management and land and property management.
