Job overview
The government has committed to a multi-billion-pound investment in UKHSA’s new laboratory facilities – the most significant investment the UK has made in biosecurity infrastructure in a generation. These state-of-the-art laboratories, to be built at a new site in Harlow, will replace UKHSA’s existing facilities at Porton Down and Colindale and will be critical to the UK’s public health resilience and national security for decades to come.
This decision marks a pivotal moment for UKHSA and the wider government science landscape. The new facility will bring together world-class capability under one roof, enabling cutting-edge research, pandemic preparedness, and the protection of the UK from major biological threats.
The role will work directly with the UKHSA Science Hub Programme, as part of the Business Case team and leading the economic case and benefits strand of the Programme Business Case. The Business Case team is responsible for submitting the business cases for the Science Hub Programme and ensures these are of high quality as per HMT’S Green Book and submitted in a timely manner to support delivery against strategic objectives. Business cases are go-no-go decision from Treasury and Cabinet Office and provide a framework for appraising, developing and planning to deliver best value for money options that support objective, evidence-based decision making.
Main duties of the job
The Science Hub business case team in UKHSA is recruiting a G7 to lead its work developing the economic cases for the programme, including taking a lead on working with colleagues across the Agency to lead development of the programme’s benefits in the business case. You will work with other experts (epidemiologists, data scientists and public health experts) and will lead the assessment of the economic costs and benefits of solving health security problems and help build our understanding of how health security interacts with the wider economy.

As an economist for the Science Hub GMPP- level Programme, you will be leading the planning, production, drafting and oversight of high-quality economic cases. This includes economic modelling for benefits and costs that is compliant with HM Treasury’s Green Book guidance.
You should be prepared to challenge expert input to ensure that a robust business case with a compelling narrative, clear rationale and demonstrable benefits is developed. This will involve working closely with programme manager, as well as scientific and commercial experts and engaging with key stakeholders from DHSC and HMT.

Detailed job description and main responsibilities
The main duties and responsibilities of the role include:
- Lead on the development of a Green-Book compliant economic cases for the Science Hub Programme.
- Lead the development of benefits framework. Facilitate and support engagement with stakeholders to identify, define, quantify and monitor benefits, negotiating with stakeholders – including finance professionals.
- Lead on Economic workshops and participate in other relevant business case development meetings and workshops.
- Develop summary documentation from supporting workshops, including insights and agreed assumptions for economic modelling.
- Undertake options appraisal, cost-benefit assessment, and present the value-for-money justification.
- Create, manage, and maintain supporting benefits mandatory documents (e.g benefits map).
- Create an updated benefits register that aligns with current programme objectives and supports the realisation of identified benefits.
- Provide expert input and challenge into review panels and strategic discussions.
- Deliver clear and well-evidence economic narrative for inclusion in the final submission of the business case.
- Establish and develop productive relationships with internal and external stakeholders, bringing people together to benefit the programme. Work confidently in a matrix organisational structure and cross functional teams.
- Make effective decisions and set direction without having the full picture and re-focus as details emerge.
- Work flexibly across a number of competing projects/deliverables, prioritise the most important parts and deliver high-quality work to deadline.
Essential role criteria (including qualifications, licenses and registrations):
- Experience with developing Green Book-compliant business cases including knowledge of best practice. (Lead criteria)
- A first- or second-class honours degree in economics or related field; or a postgraduate degree in a relevant numerate discipline.
- Knowledge of health economics and experience in applying it to provide insight into complex health problems.
- Experience in cost-benefit and cost-effectiveness analysis, particularly relating to health interventions
- Ability to work at pace to deadlines across multiple projects.
- Ability to effectively communicate the results of analysis to senior stakeholders and decision makers
- Good interpersonal skills and the ability to develop and maintain key stakeholder relationships
Desirable role criteria:
- Experience in line management, including managing specialists such as economist
- Experience in running and leading research programmes and/or managing projects across an organisation or government
Desirable criteria may be used in the event of a large number of applications / large amount of successful candidate

This role is being offered as hybrid working based at any of our Core HQ’s. We offer great flexible working opportunities at UKHSA and operate using a hybrid working model where business needs allow. This provides us with greater flexibility about how and where we work, to get the best from our workforce. As a hybrid worker, you will be expected to spend a minimum of 60% of your contractual working hours (approximately 3 days a week pro rata, (averaged over a month) working at one of UKHSA's core HQ’s (Birmingham, Leeds, Liverpool, and London).
Our core HQ offices are modern and newly refurbished with excellent city centre transport link and benefit from benefit from co-location with other government departments such as the Department for Health and Social Care (DHSC).
