Job overview

We are looking for Commercial Managers to join our Commercial Programmes teams, part of the Commercial, Vaccines and Countermeasures Delivery (CVCD) Directorate.

These roles sit within the Commercial, Vaccines and Countermeasures Delivery (CVCD) Directorate.  Truly dynamic, our teams operate at significant pace in a commercially complex environment. UKHSA’s Commercial teams continue to play a central role in priority activity, supporting the response to health threats such as Mpox (Monkeypox) and Strep A as they occur, and ensuring a resilient infrastructure to secure the UK in the strongest position to protect the public from future threats to health.  

These roles will play an important part in supporting activity across our wide-ranging areas of spend and large cross cutting programmes on sourcing and contract management related activity. These are very much commercial delivery roles shaping and delivering commercial solutions.  

In UKHSA Commercial we operate a hybrid working policy and have colleagues based all across the UK (offices located in Birmingham, London, Liverpool and Leeds), meaning you will have exposure to a range of experiences and a variety of work as you develop your commercial career.

Main duties of the job

As a Commercial Manager, you may be required to manage a small team and lead on a range of commercial activities. This is a dynamic and challenging environment, and you will need to be confident in managing complexity, applying judgement, and making decisions whilst collaborating effectively with other members of the team and across the organisation.

Your role will support the following Commercial area:

  • Major Commercial Programmes: Aligned to strategic programmes, Commercial Partners own and guide a portfolio of transformative change, in collaboration with project and procurement teams to shape, informing and assuring the delivery of programme business cases.

This team plays a critical role in delivering UKHSA's mission to protect and improve public health, overseeing the procurement and contract management of a comprehensive portfolio of life-saving vaccines and immunisation products across the UK, spanning children's, adults, and seasonal programmes. In these roles you will support the commercial sourcing from pre-procurement to contract management, across the end-to-end commercial lifecycle to deliver efficient, effective procurements for the UK’s National Immunisation Programme and further enhance the protection to some of the most vulnerable people across the UK.

Detailed job description and main responsibilities

Your role may include but may not be limited to:

  • Leading a small team
  • Delivering commercial solutions, being accountable for ensuring delivery to time and budget, in line with best practice
  • Developing sourcing, contract management and category strategies
  • Providing commercial advice to senior stakeholders as a business partnering function
  • Managing competition exercises using the e-tendering portal (Atamis), including mini competitions, open competitions and if necessary direct awards or single tenders
  • Leading on elements of contract and supplier management, using e-solutions to record contracts and manage contract changes
  • Driving continuous improvement across categories and supplier contracts
  •  Comprehensive drafting of commercial documents, including tenders, contracts and contract change notes. Working closely with finance and legal partners where necessary
  • Analysis of markets, suppliers and conducting due diligence, working with subject matter experts where necessary
  • Leading on drafting business case documentation with commercial content, ensuring compliance with necessary approvals, working closely with stakeholders
  •  Development and reporting of Key Performance Indicators on progress status, issues and risks
  • Publishing notices and opportunities in line with expected timescales, including redacted contracts
  • Leading on the full compliance of data and data entry to ensure reporting is robust and accurate
    Ensuring all commercial activity is compliant with legislative obligation, UKHSA Standing Financial Instructions and Government best practice

Essential role criteria:

  • Experience working in procurement or contract management, delivering complex commercial solutions
  • Knowledge of public sector procurement legislation and commercial principles
  • Experience of procuring goods and services 
  • Experience of working in a fast paced and ever-changing environment with conflicting priorities, delivering to deadlines and maintaining a high level of accuracy.
  • Strong stakeholder management skills and experience of working with senior stakeholders

Eligibility Criteria - External

Location 

This role is being offered as hybrid working based at any of our Core HQ’s. We offer great flexible working opportunities at UKHSA and operate using a hybrid working model where business needs allow. This provides us with greater flexibility about how and where we work, to get the best from our workforce. As a hybrid worker, you will be expected to spend a minimum of 60% of your contractual working hours (approximately 3 days a week pro rata, (averaged over a month) working at one of UKHSA's core HQ’s (Birmingham, Leeds, Liverpool, and London).

Our core HQ offices are modern and newly refurbished with excellent city centre transport links and benefit from benefit from co-location with other government departments such as the Department for Health and Social Care (DHSC).

Security Clearance Level Requirement

Successful candidates must pass a disclosure and barring security check.   

Successful candidates must meet the security requirements before they can be appointed. The level of security needed is Basic Personnel Security Standard, you may also need to meet Security Clearance (SC).

For meaningful National Security Vetting checks to be carried out individuals need to have lived in the UK for a sufficient period of time. You should normally have been resident in the United Kingdom for the last 5 years as the role requires Security Check (SC) clearance. UK residency less than the outlined periods may not necessarily bar you from gaining national security vetting and applicants should contact the Vacancy Holder / Recruiting Manager listed in the advert for further advice.
