Emerging Infectious Diseases (EID) Policy Lead
Civil Service: Grade 7

The UKHSA Emerging Infectious Diseases (EID) policy team is responsible for ensuring UKHSA and system partners are prepared for emerging infectious disease threats across the major transmission routes.
As the policy lead for this area, you will work closely with world leading specialists to ensure that we have the programmes, plans and policies in place to reduce the risk of these threats materialising and be ready to respond when they do occur.
You will be working alongside a highly motivated and passionate group of people to support delivery in one of UKHSA’s highest priorities areas. We are looking for an individual with energy and drive to grip an ambitious portfolio and take ownership for delivering results.
Prif ddyletswyddau'r swydd
- Reviewing UKHSA’s capabilities to respond to EIDs across the five main modes of transmission and developing plans to enhance capability where required.
- Providing UKHSA leadership for vector borne disease preparedness, developing an overarching strategy and building cross-agency and cross-system consensus on requirements
- Reporting on EID preparedness progress both internally and cross-government as required
- Leading policy input into UKHSA response to EID incidents and applying that learning to update our preparedness activity
- Leading a team to design, develop and implement EID-related policy work, analysing evidence, making policy recommendations and supporting delivery
- Building networks and relationships with key partners across central and local government, including across the four nations
- Working closely with internal stakeholders from a variety of disciplines to lead the rapid design and delivery of policy, managing contentious or complex issues involved as required
- Delivering high quality written materials and verbal briefings to senior officials and Ministers
- Line management of policy staff and managing outputs of colleagues in other teams
- Flexibility to work on other areas within wider infectious disease preparedness and response activities where needed

- Strong policy skills, with demonstrable experience leading multi-disciplinary teams or projects to deliver results
- An ability to engage credibly and persuasively with subject matter experts, senior officials and Ministers.
- A strong eye for detail whilst maintaining a strategic view on how different projects fit together
- First-class written and oral communication skills
- Ability to work effectively with people from a range of backgrounds, constructively challenging as well as coaching others where needed

This role is being offered as hybrid working based at any of our Core HQ’s. We offer great flexible working opportunities at UKHSA and operate using a hybrid working model where business needs allow. This provides us with greater flexibility about how and where we work, to get the best from our workforce.
As a hybrid worker, you will be expected to spend a minimum of 60% of your contractual working hours (approximately 3 days a week pro rata, (averaged over a month) working at one of UKHSA's core HQ’s (Birmingham, Leeds, Liverpool, and London)
Our core HQ offices are modern and newly refurbished with excellent city centre transport link and benefit from benefit from co-location with other government departments such as the Department for Health and Social Care (DHSC).

Successful candidates must pass a disclosure and barring security check.
Successful candidates must meet the security requirements before they can be appointed. The level of security needed is Basic Personnel Security Standard
