The United Kingdom Health Security Agency (UKHSA) is a system leader for health security; taking action internationally to strengthen global health security, providing trusted advice to government and the public and reducing inequalities in the way different communities experience and are impacted by infectious disease, environmental hazards, and other threats to health.

UKHSA’s remit, as an agency with a global-to-local reach, is to protect the health of the nation from infectious diseases and other external threats to health. As the nation’s expert national health security agency UKHSA will:

  • Prevent: anticipate threats to health and help build the nation’s readiness, defences and health security
  • Detect: use cutting edge environmental and biological surveillance to proactively detect and monitor infectious diseases and threats to health
  • Analyse: use world-class science and data analytics to assess and continually monitor threats to health, identifying how best to control and mitigate the risks
  • Respond: take rapid, collaborative and effective actions nationally and locally to mitigate threats to health when they materialise
  • Lead: lead strong and sustainable global, national, regional and local partnerships designed to save lives, protect the nation from public health threats and reduce inequalities.

You will be working within the Research, Evidence and Knowledge Division in the Chief Scientific Officer Group’s Scientific Strategy and Evidence Directorate. The division consists of two teams providing support to all UKHSA groups: Knowledge and Library Services (KLS) and the Research Support and Governance Office (RSGO).

Our main function as a division is to co-ordinate knowledge, evidence, research and research-related activities across UKHSA and with external partners and the wider public health research system nationally and internationally. We provide significant leadership, working especially with academic partners, to ensure that UKHSA research-based outputs, e.g. evidence reviews or other publications are of the highest quality. A significant focus is on the development and application of skills, capacity and resources to enhance how UKHSA and public health system partners deal with all sources of public health knowledge and evidence.

The purpose of the role is to contribute to the delivery of UKHSA’s Knowledge and Library Services (KLS) in support of UKHSA staff and wider user groups. The role is part of the KLS Operational Team, consisting of a range of specialist roles working collaboratively to lead on the provision of comprehensive, high quality digital and site-based library services and resources to meet the needs of our users. The Assistant Librarian role has specific responsibility to contribute to the provision of library services at UKHSA site libraries.  

Please note that this is a part time role working 18.75hrs per week. We are flexible with the working hours and days within reason.

  • Support collection development and acquisitions, including responsibility for the selection, retention and removal of journals, monographs and reports, and developing other KLS content to ensure that UKHSA collections meet user requirements.
  • Undertake cataloguing, classification and data entry of new collections, evidence content, and signposting of external resources in the UKHSA Library Management System where appropriate, including responsibility for specific topics and resource types.
  • Daily management of physical stock, and integration of new and transferred stock into the UKHSA collections, including leading on implementing marketing and promotion to specific user groups. This will include planning and delivering exhibitions, marketing materials, and other selected dissemination of information.
  • Assist with the management and maintenance of the Library Management System, including data entry, reports, and library administration, managing loans and renewals, and the collection and maintenance of usage statistics relating to daily library activity.
  • Support access to appropriate electronic resources, liaising with service providers when necessary, including the Systems Librarian or IT for internal issues. 
  • Deliver KLS enquiry services to all users through the enquiry management system, telephone, email and in person, to help facilitate access to the best available evidence in line with KLS quality standards.

Main duties of the job continued:

  • Ensure UKHSA document delivery standards and requirements are met, especially for library users who have pressurised deadlines to meet.
  • Undertake literature searching to the required standard using a wide range of public health information resources in line with KLS quality standards.
  • Work effectively as part of the KLS distributed team and in liaison with other information providers and national agencies, partners, and networks.
  • Utilise evidence-based information practice approaches and skills, including the analysis of data and evidence to underpin service operation and improvements. 
  • Contribute to, and implement, KLS marketing and publicity strategies and activities, including the provision of locally tailored products and services where required.
  • Take part in induction presentations and other KLS training events for UKHSA staff, providing a lead role in site or subject specific interventions. 

Essential role criteria:

  • A graduate qualification in a KIM related discipline such as knowledge management, records management, library and information studies, information rights, information science or information management, including those which have been accredited by CILIP or ARA, or significant equivalent level of experience of working at a similar level in a library and knowledge services setting
  • Experience in a health, research, or academic library or information service
  • Knowledge of a wide range of health care resources, including experience in document delivery processes and systems
  • Experience of using library management systems, including a range of specific activity-based modules
  • Understanding of copyright and other legislation relating to libraries
  • Experience of working with a wide range of library users, at all levels
  • Skills in information retrieval from relevant sources including bibliographical databases, the internet, e-resources from a variety of platforms
  • Excellent verbal and written communication skills
  • An understanding of and commitment to equality of opportunity and good working relationships
  • Ability to meet deadlines and prioritise workload for self and others

Desirable role criteria:

  • Teaching and presentation skills, including delivery of user education in information skills 
  • Ability to travel to other UKHSA sites

Selection Process Details:

Location 

This role is being offered as office based at our Scientific Campus in Chilton.

If based at one of our scientific campuses, you will be required to have a Counter Terrorism Check security vetting check as a minimum. For meaningful National Security Vetting checks to be carried out individuals need to have lived in the UK for a sufficient period of time. You should normally have been resident in the United Kingdom for the last 3 years as the role requires Counter Terrorism Check (CTC) clearance.
