Job overview

An exciting opportunity has arisen in the Medical Exposures Group (MEG) to cover for maternity leave. MEG is a multi-disciplinary team who provide advice and support to a range of organisations including government, professional bodies, hospitals and clinics on medical exposures, regulatory and radiation protection issues, and safe clinical practice in the UK.

We are seeking a registered clinical scientist with experience in nuclear medicine who is interested in the wider applications of radiation protection in relation to patient safety. This is a great opportunity to provide support to nuclear medicine services across the UK. Working as a core member of the Administration of Radioactive Substances Advisory Committee (ARSAC) secretariat, you will provide specialist scientific advice and support relating to the Ionising Radiation (Medical Exposure) Regulations (IR(ME)R) licensing process in addition to organising and preparing technical papers and scientific reports required for ARSAC meetings.

MEG is based within the Radiation Assessments Department of the Radiation, Chemical, Climate and Environmental Hazards Directorate. MEG is tasked with improving patient safety in medical exposures through:

  • Providing relevant up to date advice on safe clinical practice, radiation protection issues and regulatory matters across the UK
  • A planned programme of work
  • Supporting the IR(ME)R enforcing authorities in Northern Ireland, Scotland and Wales
  • Secretariat to ARSAC

Main duties of the job

The post holder will provide specialist scientific advice and technical support relating to the licensing process under IR(ME)R and in the assessment of research involving the administration of radioactive substances. This advice will be provided to a wide range of healthcare professionals, government officials and administrative staff within the ARSAC Support Unit. In close association with their line manager, they will provide secretariat support to the ARSAC, writing technical papers, scientific reports and attending meetings.

The post holder will provide authoritative up-to-date advice on matters associated with clinical practice in nuclear medicine and associated radiation protection issues. This will include advice associated with regulatory matters pertaining to the use of ionising radiation in healthcare, in particular, IR(ME)R.

Detailed job description and main responsibilities

  • Assess scientific and technical queries that arise during ARSAC licence application process
  • Analyse and interpret comments made by ARSAC members, where expert opinions may differ, and compare options to provide a resolution
  • Communicate scientific and technical information with a range of healthcare professionals and research trial sponsor organisations
  • Authorise employer and practitioner licences issued under IR(ME)R on behalf of the Licensing Authorities following completion of quality assurance checks
  • Propose and develop changes to procedures to improve working practices, in conjunction with line manager and in association with various Agencies
  • Use Jira to manage applications according to procedures
  • Use database software to generate reports and provide data analysis for presentation to ARSAC members or external organisations
  • Prepare scientific and technical papers for ARSAC meetings in collaboration with line manager
  • Work with secretariat colleagues to plan ARSAC work programme and meet requirements
  • Identify areas requiring further research and development; co-ordinate and undertake this specialist research work
  • Provide independent expert advice on matters associated with nuclear medicine to service users across the UK
  • Input into radiation protection issues relating to nuclear medicine to promote and improve patient safety in the clinical environment
  • Work with national and international stakeholders to include patients, healthcare professionals, professional bodies associated with nuclear medicine, government bodies, inspectorates for IR(ME)R for the devolved administrations and members of the public on matters pertaining to their field of expertise
  • Work independently on a day to day basis
  • Communicate the details and outcomes of work through written reports
  • Observe and comply with Data Protection and all other relevant legislation, and UKHSA governance procedures

Essential criteria:

  • Established and experienced Health and Care Professions Council (HCPC) registered clinical scientist who can provide analysis of practices and advice to enable regulatory compliance and improved clinical practice
  • Up-to-date knowledge and experience of clinical practice in nuclear medicine practice and the associated risks
  • Experience of successfully leading a project within own area of expertise
  • Have a sound understanding of the IR(ME)R and a working knowledge of other relevant UK radiation protection legislation
  • Proven ability to identify and solve problems in the post holder’s area of specialist expertise
  • Ability to assess complex situations and interpret detailed documents that may include legislation
  • Excellent interpersonal and communication skills to enable effective communication to a wide range of people in a manner consistent with their level of understanding
  • Ability to write clear reports coupled with a very good command of the English language
  • Enthusiastic, self-motivated and well organised with the necessary drive and determination to complete tasks well and to time

Desirable criteria:

  • Experience in giving training lectures and preparing training material. This may include presentations and advice to a wide range of stakeholder

Eligibility Criteria

This role is being offered as hybrid working based at our Scientific Campus in Chilton, Didcot. We offer great flexible working opportunities at UKHSA and operate using a hybrid working model where business needs allow. This provides us with greater flexibility about how and where we work, to get the best from our workforce. As a hybrid worker, you will be expected to spend a minimum of 60% of your contractual working hours on site.

If based at one of our scientific campuses, you will be required to have a minimum of a Counter Terrorism Check security vetting check as a minimum. For meaningful National Security Vetting checks to be carried out individuals need to have lived in the UK for a sufficient period of time. You should normally have been resident in the United Kingdom for the last 3 years as the role requires Counter Terrorism Check (CTC) clearance. In exceptional circumstances UK residency less than the outlined periods may not necessarily bar you from gaining national security vetting and applicants should contact the Vacancy Holder/Recruiting Manager listed in the advert for further advice.

Salary Information 

Please note: If you are successful at interview, and are moving from another government department, NHS, or Local Authority, the relevant starting salary principles for level transfers or promotions will apply.
